Summary of the contracting process

Platform Housing Limited, part of Platform Housing Group, procured independent third-party building compliance auditing services across England. The requirement covers audits and inspections relating to gas safety, electrical safety, renewable heating systems, solid-fuel and oil-fired heating systems, asbestos, Legionella risk assessments, passenger lift maintenance, fumes investigations and dangerous-substances-and-explosive-atmospheres (DSEAR) matters. The service is intended to provide independent assurance across a broad range of building safety activities. The main category is technical testing, analysis and consultancy, with specific requirements for auditing, gas appliance, lift maintenance, electrical and asbestos-related services. The procurement was arranged as one lot and was identified as suitable for small and medium-sized enterprises. Platform Housing Limited is the organisation buying the service and managing the requirement.

The procurement is complete and has been awarded following an open procedure. Morgan Lambert Limited was selected on 22 July 2026 for the auditing services. The award is valued at £1,000,000 excluding VAT (£1,200,000 including VAT). The standstill period ends on 31 July 2026, with contract signature scheduled by 31 August 2026. The contract period is 1 September 2026 to 31 March 2031, with a possible extension to 31 March 2032. Renewal is subject to performance and success during the initial term. Evaluation was based on quality weighted at 60% and cost at 40%. Four bids reached the final stage, all from SMEs. The contract award remains recorded as pending pending completion of the final contract formalities.

This procurement demonstrates sustained demand from Platform Housing Limited for independent building compliance auditing across a wide range of safety-critical systems. A credible competitor for a future requirement would need demonstrable capability in building safety audits and the technical disciplines covered here, including gas, electrical, heating, asbestos, Legionella, lifts, fumes and DSEAR. The requirement favoured quality over cost, so suppliers would need to evidence robust audit methodologies, technically competent personnel, reliable reporting and the ability to provide independent assurance across multiple compliance areas. Delivery across England also indicates a need for geographic coverage, coordinated scheduling and sufficient operational capacity. The four final-stage bids, all from SMEs, show that smaller specialist businesses can compete for this type of work, either independently or by combining complementary expertise.

Planning Information

1. All interested suppliers are asked to fill out the linked questionnaire to express their interest in the procurement and formerly log their interest - https://wkf.ms/47sbkxF 2. Further to above, PHL invites interested suppliers to take part in pre-market engagement consisting of a 30-minute 1-2-1 teams call, likely to be Tuesday 7th April and Friday 10th April. As part of this pre-market engagement we would like to understand what the market can offer in relation to the following two options: a. Option 1: 1 x Contract with a "Consultancy/Facilities Management" company that then manages the required service/works against our specification. The contract and the relationship would be directly between PHL and the Facilities Management company. b. Option 2: We contract directly with auditing contractors. The contracts and the relationships would be directly between Platform and the auditors. 3. These pre-market engagement meetings will inform which option we proceed with. 4. We plan on issuing an Invitation to Tender, likely with a Lotting Strategy applied. We do not yet know what these Lots will look like, and will use these pre-market engagement events to inform how the Lots are structured and how many awards we therefore require.
