Revenue Scotland is seeking information from the market in relation to the next version of / replacement for its existing tax administration platform, SETS. The current platform supports the collection and operational management of devolved Scottish taxes. It enables taxpayers and their agents to submit tax returns and make payments to Revenue Scotland, and enables staff to process returns, manage taxpayer records through a number of statutory processes, reconcile inbound & outbound payments with tax declared, and undertake tax compliance activity and operational casework.

Revenue Scotland is seeking a strategic partner to help it deliver and support a cloud-hosted tax administration and case management platform for the collection and operational management of devolved taxes in Scotland. The system will manage tax data, support staff in administering tax returns and taxpayer records, and enable efficient case management of statutory tax management processes, workflow automation, and integration with external systems. Additionally, the solution needs to provide reporting capabilities in terms of management information and data export to our own analytics platform. We anticipate additional taxes and legislative change being introduced over the lifetime of the contract, and so the solution should be flexible enough to easily accommodate new functionality. Through this Prior Information Notice, Revenue Scotland wishes to consider the fullest range of modern, UK-based cloud-based solutions which support: - A portal for taxpayers and agents to view, edit and submit tax information - case management - workflow automation - operational processing - integration with other corporate systems such as our finance (general ledger) systems, contact management (telephony), and third-party print and post solutions. The next version of SETS will support at least five taxes and must provide a highly configurable and scalable platform capable of supporting evolving tax policy and operational requirements. Currently up to 80 back-office staff users across a range of different functional teams use the platform. Revenue Scotland welcomes engagement from suppliers with experience of delivering platforms capable of supporting complex administration and case management.
