Contract to provide maintenance and repair services in respect of the fleet of new and existing vehicles used by the Company in the delivery of waste collection services in accordance with the Company's Agreement with Wiltshire Council.

Procurement Information

Applicable justification: Schedule 5 - Urgency: Where (a) the goods, services or works to be supplied under the public contract are strictly necessary for reasons of extreme and unavoidable urgency, and (b) as a result the public contract cannot be awarded on the basis of a competitive tendering procedure. Ubico has been awarded the contract to deliver Waste and Recycling Services on behalf of Wiltshire Council, with service commencement scheduled for 1 August 2026. To support the mobilisation of these services, a Vehicle Repair and Maintenance Agreement is essential to ensure fleet readiness and operational continuity from the start of the contract. However, the procurement timeline associated with the new service award has not allowed Ubico sufficient time to undertake a compliant, competitive procurement process for these vehicle maintenance services. These services are critical to mobilisation, and any delay would present a significant risk to service readiness and delivery. Due to the extreme and unavoidable urgency, it is not feasible to run a full tender process before mobilisation. Therefore, a short term direct award to the incumbent supplier is required solely to maintain continuity of essential fleet maintenance services. This interim arrangement will ensure that Ubico can mobilise the contract safely and effectively while finalising the specification and preparing a competitive procurement for the longer term solution. This direct award is limited strictly to what is necessary to address the immediate mobilisation requirements and to enable a compliant procurement process for the future service provision.
