Summary of the contracting process

Mid and West Wales Fire and Rescue Authority procured replacement 2G Circuit Switched Data (CSD) SIM cards and associated telecommunications provision. The SIMs support the authority’s backup emergency mobilising system, which is used to ensure fire crews can be reliably and effectively mobilised to incidents. The requirement addresses faults identified with the authority’s existing CSD-compatible SIM cards and requires continued CSD support over the service period. This is a telecommunications services and equipment requirement for the authority’s fire and rescue operations across Mid and West Wales. The procurement was structured as a single requirement, covering the SIM cards needed for the backup mobilising capability.

The procurement has been awarded and the contract is active. It used a below-threshold open competition, with electronic submission allowed. Enquiries closed on 28 May 2026 and tenders closed on 4 June 2026. The contract was awarded to Enconvo UK Limited on 10 June 2026 for £24,000 excluding VAT (£28,800 including VAT). The contract was signed on 15 July 2026 and runs from 15 July 2026 to 14 July 2028, with an option to extend by up to two years through annual extensions, to 14 July 2030. Evaluation weighted technical and quality at 40%, price at 50% and social value at 10%. Two bids were received.

This requirement is relevant to mobile network operators, telecommunications providers and specialist connectivity suppliers able to provide reliable 2G CSD-compatible SIM cards and maintain service for an emergency mobilising system. Credible suppliers would need to demonstrate dependable legacy-network connectivity, continuity of service and the operational resilience expected for fire and rescue communications. The buyer’s stated purpose indicates that service reliability is critical: the SIMs support a backup system used to mobilise crews to incidents. Smaller businesses were considered suitable, and the successful supplier was an SME, showing that the requirement can be delivered by a focused specialist rather than only a large telecommunications group. Future competitors should also be prepared to address technical quality, price and social value requirements.

2G CSD Sim cards

Notice Description

Mid and West Wales Fire and Rescue Authority are seeking quotations for the provision of 2G CSD Sim Cards. The aim of this procurement is to address recently identified issues with our backup emergency mobilising system, which relies on Circuit Switched Data (CSD) over the 2G mobile network. We have identified faults with our current CSD compatible SIM cards and now need to procure replacement SIMs that will continue to support CSD for at least the next two years. This system provides essential backup capability to ensure that crews are reliably and effectively mobilised to incidents. The Contract Term shall be for a period of two years with the option to extend by a further two years at 12-month intervals.
