Summary of the contracting process

Staffordshire County Council is buying works to supply, install, repair and maintain tarmacadam and other surfaces on council buildings and grounds, mainly across Staffordshire. The work also covers playground and surface markings, plus fixed equipment such as benches, canopies, lighting and electric vehicle charging points. The council’s partners can use the arrangement too, including Keele University and several district and borough councils. This is a public-works requirement for surfacing and associated external works (CPV 45233251). Suppliers would need to cover the range of work across council sites, from surface installation and repairs to markings and the provision or maintenance of fixed equipment. The arrangement is designed to provide agreed work rates for these requirements.

The buyer invited offers through an open procedure for a single-lot framework agreement, with places for up to three suppliers. The tender was published on 6 October 2026. Questions were due by 28 October 2026 at 12 noon, and tenders by 4 November 2026 at 12 noon. The award decision was due by 25 January 2027. The framework period runs from 1 April 2027 to 31 March 2029, with an option to extend by one further 24-month period, to 31 March 2031. Its estimated value is £7 million excluding VAT (£8.4 million including VAT). Evaluation gives price a 70% weighting and quality 30%. A successful supplier pays a fee equal to 0.5% of the award value.

This framework suits surfacing and civil engineering contractors able to supply, install, repair and maintain tarmacadam and other outdoor surfaces, and to undertake playground and surface marking work. It also suits firms able to provide or maintain associated fixed equipment, including benches, canopies, lighting and charging points. The scope spans council buildings and grounds across Staffordshire, with work available to the council and partner organisations. Small and medium-sized businesses are considered suitable to bid. Suppliers should be able to price and deliver work at differing project scales, as jobs may vary substantially in size. The framework can award work with or without a further competition, giving appointed suppliers access to requirements from several public bodies. No particular accreditation or qualification is stated in the summary requirements.
