Summary of the contracting process

Transport for London (TfL), located at 5 Endeavour Square, London, is currently in the tender stage for procuring an Administrator for its Private Medical Benefits. The tender, titled "Private Medical Benefits Administrator," falls under the Financial and Insurance Services industry category and is being conducted using a selective Competitive Flexible Procedure as per the Procurement Act 2023. The process requires potential bidders to first submit an Initial Tender, and only those fulfilling qualifying criteria will proceed. The contract is valued at an estimated £14,480,000 over a potential five-year term, starting on 1 April 2027, with the enquiry period ending on 31 July 2026 and the deadline for expressions of interest on 20 August 2026. The procurement is above the threshold and covered by GPA rules, with a requirement for registration on SAP Ariba to access documents.

This tender represents a significant growth opportunity for businesses specializing in financial and insurance services, particularly those adept in managing medical benefit programmes. Suitable bidding companies should have robust cost control capabilities, experience managing claims spends, and the ability to execute a seamless transition for the Private Medical Benefit scheme with a proactive approach to account management and customer support. Small and medium-sized enterprises (SMEs) are encouraged to apply, offering a pathway for industry expansion and sector leadership to cater to approximately 7,100 scheme members and their dependants. Additionally, businesses with systems for musculoskeletal services and open referral networks are well-suited to meet the tender’s requirements, contributing to efficient and cost-effective service delivery.
