Summary of the contracting process

Strathclyde Partnership for Transport is seeking an advertising agency to market, develop and maintain advertising space across its bus stations and bus shelter network in the west of Scotland. The procurement covers the existing estate and sites developed in future. The single lot excludes Glasgow City. The work is advertising and marketing services, including advertising consultancy, management and campaigns. The successful provider may also be offered the opportunity to develop additional sites outside the stated scope. The requirement includes community benefits to be delivered through the Glasgow Community Benefits Hub. Suppliers should note that delivery covers SPT’s transport estate across the west of Scotland, rather than Glasgow City for this lot.

The process reached the tender stage: SPT invited offers through an open procedure, with bids submitted electronically. The submission deadline was 13 November 2026 at 12:00. The estimated contract value is £10 million, and the contract period is 3,600 days. There is one lot, with no option to submit variants. Evaluation gives 40% weighting to technical quality and 60% to price. Bids must remain valid for 120 days. The tender includes an option for the provider to develop additional sites beyond the stated scope. The awarded provider must deliver projects totalling 100 Community Benefits points through the Glasgow Community Benefits Hub; further details are set out in the tender. The contract includes a subcontracting clause.

This opportunity suits advertising agencies able to develop and manage advertising estates across bus stations and shelters, build campaigns and grow advertising revenue. Bidders must provide two examples, preferably from the public sector, of developing an advertising estate and increasing revenue; the examples must relate to projects delivered within the preceding three years. Suppliers must also demonstrate financial standing, either through a Dun & Bradstreet failure score of at least 51 or by providing figures for profitability, gearing and liquidity against the stated tests. Where two of those financial ratios are not met, the bidder must identify mitigating factors for SPT to consider. The provider must be able to deliver community-benefit projects through the Glasgow Community Benefits Hub and manage subcontracting where applicable.
