Summary of the contracting process

Social Security Scotland is initiating a procurement process to establish a Social Program Management (SPM) Framework Agreement for IT services, consulting, software development, and support. The process, currently in the planning stage, will follow an open procedure to create a framework consisting of two lots: SPM Projects and SPM Resources, each with ranked and mini competition call-off options. The SPM Projects will focus on end-to-end delivery of services, while SPM Resources will aim at deploying individual or team resources. The contracting procedure includes key dates such as the Invitation to Tender publication on 26th May 2026, closing date for tender questions on 2nd June 2026, tender return date on 16th June 2026, and the framework award planned for 13th August 2026. Located in Dundee and Edinburgh, this initiative will also incorporate Community Benefit requirements, fostering potential positive societal impacts, with the framework set to operate potentially beyond its estimated value of £40 million GBP over four years.

This tender presents substantial opportunities for businesses involved in IT services, consulting, and software development. It is well-suited for firms capable of managing large-scale projects or supplying personnel to fulfill dynamic roles within public services. With the framework accommodating up to five suppliers, businesses with expertise in project management and resource supply for IT will find this as a promising opportunity to expand their portfolio and clientele. The procurement aims to leverage electronic ordering and invoicing, making it advantageous for companies adept at digital transactions. Additionally, participating in this framework signals potential entry into the competitive field of Social Program Management within Scotland, catalysing business growth through long-term engagements and community-oriented projects.

For any mini competition call-off contract opportunities, all suppliers within the relevant lot will be invited to bid.
