Summary of the contracting process

The procurement process for the Social Program Management (SPM) Framework Agreement, led by Social Security Scotland, involves two lots focused on IT services: consulting, software development, Internet and support. The procurement is at the Tender stage, with an active status. Located in the UKM region, this contract is part of the services category and follows an open procedure. The framework is valued at 80 million GBP, spanning four years with a potential for extension. The contract period for each lot will cover small to large scale projects and resource deployments. The tender period concludes on 10th July 2026, with the awards beginning on the same date. Community benefit requirements are included, necessitating contributions from suppliers proportional to the framework value.

This tender creates a rich opportunity for businesses involved in IT services, particularly those skilled in software development, consulting, and systems integration. Companies providing personnel supply or those capable of managing large scale IT projects will find this framework advantageous. With substantial contract values up to 80 million GBP and the potential for additional projects through mini competitions, this opportunity is well-suited for businesses aiming to expand their footprint in public sector IT service provisioning. Suppliers with a strong track record in the development and integration of the Merative Cúram platform, and those with a robust capability in sustaining delivery through organisational knowledge, are prime candidates. The inclusion of community benefits also allows firms to demonstrate social value, benefiting both their business objectives and local communities.
