The process includes a pre-qualification stage followed by requests for proposals for suppliers that pass it; site visits and presentations may form part of that stage. The arrangements use a closed framework with prices based on a schedule of rates, and work is placed with the highest-ranked supplier. Up to two suppliers may be appointed for each of the Severn Trent and Hafren Dyfrdwy lots, and up to three for mains renewal. The framework can also support related service orders during the contract.
