Severn Trent Water Limited and Hafren Dyfrdwy Cyfyngedig are procuring reactive fencing and manual gate installation, repair and replacement across their estates in England and Wales. The works cover fencing, wooden posts, fencing components, safety fencing, fencing panels, fencing wire, wire-mesh fencing, and associated railing and safety-equipment installation. The requirement is divided into three service areas: Severn Trent Water fencing services, Hafren Dyfrdwy fencing services, and fencing for mains-renewal works. This is a works opportunity for contractors able to respond to reactive requirements as well as install, repair and replace fencing and gates. Severn Trent Water is based in Coventry and Hafren Dyfrdwy in Wrexham. The procurement is operated by both private water utilities, with Welsh devolved regulations applying to Hafren Dyfrdwy.

The procurement has reached tender: the buyers invited offers through an open competitive flexible procedure. Bids are due by 12:00 on 11 August 2026, and enquiries by 12:00 on 23 July 2026. The expected award decision is by 16 November 2026. All three lots are planned from 1 January 2027 to 31 December 2030, with options for two 12-month extensions, giving a maximum period to 31 December 2032. Estimated values are £2,700,000 net (£3,240,000 gross) for Severn Trent, £550,000 net (£660,000 gross) for Hafren Dyfrdwy, and £862,000 net (£1,034,400 gross) for mains renewal. Evaluation is 50% technical quality, 30% commercial, and 20% sustainability.

This opportunity suits small and medium-sized fencing contractors with the workforce, equipment and operational coverage to deliver reactive works across broad water-utility estates in England and Wales. Suppliers should be able to install, repair and replace manual gates and multiple fencing types, including wire-mesh, safety fencing, panels, posts and related components. The process includes a pre-qualification stage followed by requests for proposals for suppliers that pass it; site visits and presentations may form part of that stage. The arrangements use a closed framework with prices based on a schedule of rates, and work is placed with the highest-ranked supplier. Up to two suppliers may be appointed for each of the Severn Trent and Hafren Dyfrdwy lots, and up to three for mains renewal. The framework can also support related service orders during the contract.
