Summary of the contracting process

Translink is procuring a road/rail recovery vehicle for use across the Northern Ireland Railways rail network. The vehicle is intended to support an effective response to major railway safety accidents and incidents, and must be fit for purpose, ready for deployment and supplied with a complete suite of safe, lightweight tooling. The tooling must be stored within the vehicle and suitable for current and future rolling stock. This is a goods procurement for a railway maintenance or service vehicle (CPV 34621200). The requirement is relevant to manufacturers, specialist vehicle suppliers, rail engineering businesses and providers able to integrate recovery vehicles with railway operations. The buying organisation is Translink, a public undertaking based in Belfast.

The procurement has reached the award stage and the sole lot is complete. Translink used an open procedure, with two final bids received. The contract was awarded on 21 August 2026 to ALLAN J HARGREAVES PLANT ENGINEERS LIMITED, subject to a standstill period ending 2 September 2026. The awarded value is £810,000 including VAT. The planned contract period is 3 September 2026 to 2 September 2029, with possible extensions of up to 12 months, to no later than 2 September 2030. The original estimated value was £750,000 excluding VAT, or £900,000 including VAT. Evaluation weighted scored technical questions at 60% and total fixed price at 40%. The tender submission deadline was 29 June 2026, following an enquiry deadline of 22 June 2026.

For a supplier that did not win, this award demonstrates Translink’s demand for specialist road/rail emergency recovery capability on the Northern Ireland rail network. A credible future competitor would need to supply a fit-for-purpose recovery vehicle, integrate and securely store lightweight safety tooling, and show that the tooling works with both current and future rolling stock. The evaluation places greater emphasis on technical delivery than price, so a strong proposition would need a clear methodology, sound vehicle design, robust warranties and responsive technical support. Evidence of effective testing, commissioning and user training would also be important, alongside compliance with mandatory minimum requirements. The successful supplier is a large plant engineering business, indicating that substantial specialist engineering capability and delivery capacity may be expected.
