Summary of the contracting process

Vale of Glamorgan Council established a housing electrical works framework covering approximately 4,200 residential properties across the Vale of Glamorgan area, including flats and single- and multi-storey homes. The requirement covers electrical installation, rewiring, testing, inspection, repair and maintenance, supporting compliance with the Welsh Housing Quality Standard and the Council’s five-yearly servicing programme. The appointed contractor must deliver works promptly and within agreed timescales, maintain tenant satisfaction, issue certificates quickly and operate a real-time system for tracking progress, completion and documentation. The work is classified as construction and electrical installation work, including related installation services. Council and specialist specifications, current British Standards and relevant regional Approved Documents apply to the contractor and any approved subcontractors.

The procurement is complete following an open, below-threshold competition. Four bids were received for the single lot, which was suitable for SMEs and voluntary, community or social enterprises. Evaluation weighted price at 50%, quality at 40% and Community Wellbeing Benefits at 10%. Lightning Solutions Wales Ltd was awarded the framework on 21 July 2026. The estimated award value is £2,500,000 excluding VAT and £3,000,000 including VAT. The awarded contract period runs from 4 August 2026 to 3 August 2029, with a possible 12-month extension to 2 August 2030. The original tender closing date was 22 May 2026, and the standstill period was extended to end on 10 August 2026. The framework’s contracting route and detailed selection requirements are set out in the tender documents.

This award indicates sustained demand from Vale of Glamorgan Council for a contractor able to manage electrical works across a sizeable, varied housing portfolio rather than isolated installations. A credible future competitor would need demonstrable experience in installation, rewiring, inspection, testing, repair and planned maintenance, together with the operational capacity to respond promptly across flats and houses. Strong control of certification, scheduling, record keeping and real-time progress tracking will be important, as will evidence of reliable service and tenant-focused delivery. The requirement favours organisations able to work to British Standards, regional Approved Documents and client-specific specifications. Contractors should also be able to demonstrate CHAS or Constructionline registration, Cat B Asbestos Awareness for all operatives, and NICEIC accreditation or an equivalent approved electrical qualification for installation staff.

Notice Title

Housing Electrical Framework

Notice Description

The Vale of Glamorgan Council ("the Council") wishes to establish a framework agreement ("the agreement") for the electrical installation, rewiring, testing, inspection, repair and maintenance of its housing stock ("the Works"). The Works will be in the form of a framework and will operate for a period of three (3) years, with the option to extend for up to an additional one (1) year BACKGROUND The Works are required on the Council's housing portfolio of approximately four thousand two hundred (4,200) residential properties, including flats and single- and multi-storey dwellings, located throughout the Vale of Glamorgan area. To ensure compliance with the Welsh Housing Quality Standard requirements and the Council's five-yearly servicing programme, the Council requires a competent partnering contractor ("Supplier") with suitable experience and qualifications to carry out the Works outlined within the Schedule of Rates and supporting documents and in accordance with the additional information supplied. The successful Supplier will ensure that all Works are carried out promptly, effectively, within agreed timescales, and in ways that reflect high levels of tenant satisfaction. The Supplier will also be required to provide a quick turnaround for issuing all relevant certificates and maintain a robust tracking system to monitor progress, completion, and documentation in real time. Under no circumstances should bidders contact or attempt to contact any site residents during the bidding process. Any such contact will be treated as canvassing, and any bidder engaging in such activity will be disqualified from the bidding process. All Suppliers and Approved Sub Contractors must comply with latest British Standards, Approved Documents for the region and all Council and specialist specifications supplied with the tender documents. The Supplier and any approved Sub Contractor will meet the Council's service standards. The Supplier will be registered with CHAS or Constructionline and all operatives, whether employed by the Supplier or any approved Sub Contractor, will possess Cat B qualification (Asbestos Awareness). All operatives working on electrical installations, must have National Inspection Council for Electrical Installation Contracting (NICEIC) Accreditation, or similar industry approved.
