Notice Description
CContract award notice for the Training Provision to Support Educated Other Than At School (EOTAS) following an open tender process. This notice is to advise the market the outcome from the open tender process and the intension to award the lots to the named service providers outlined in this notice and to commence the voluntary standstill. This contract was awarded in lots as outlined below Lot 1 - Construction - awarded to ARC Labour Solutions Ltd, at cost of PS486,720.00 EX VAT and PS584.064.00 Including VAT for the four year period. Lot 2 - Hair and Beauty - awarded to Educ8 Training Group Limited at a cost of PS789,999.60 ex vat and PS947,999.52 including VAT Lot 3 - Digital Skills - awarded to Educ8 Training Group Limited at a cost of PS644,467.20 ex vat and PS773,360.64 including VAT

Construction
The course will provide EOTAS learners with no prior construction experience an industry-level programme that delivers essential construction skills and hands-on "multi-skills" training leading to City & Guilds Level 1 Award, Certificate or Diploma in Construction Skills (or equivalent), while also giving them practical knowledge and experience of the construction sector to prepare them for progression to Level 2 qualifications or apprenticeships.
Renewal: Option to extend for a further period of up to twenty-four (24) months
Hair and BeautyThe course will provide EOTAS learners with little or no experience with foundational practical skills in hairdressing and beauty therapy, delivering an accredited course that promotes technical competence and professional standards while providing hands-on experience and sector knowledge to prepare them for progression to Level 2 qualifications or apprenticeships.
Renewal: Option to extend for a further period of up to twenty-four (24) months.
Digital SkillsThe course will introduce EOTAS learners with limited or no prior experience to essential digital competencies, focusing on creativity, communication and the safe use of technology, while providing an accessible and supportive foundation that enables progression into further education or employment.

Planning Information
The Purpose of preliminary market engagement is to advise and engage with the Market prior to going to tender for the Training Provision to Support Educated Other Than At School (EOTAS) . To register an interest Service Providers must send their request via email to procurement@caerphilly.gov.uk. **please note registering an interest against this notice on sell2wales may not get recorded by the Council** All requests must be received by 15:00 hours Wednesday 06 May 2026 to the procurement inbox. This notice is to commence market engagement prior to going to tender to understand services available to the Council. Please note that this notice is not a contract notice for a call for competition, it is to advise the market of the Councils intension to visit the market for such services in the future. Full details of service specification shall be issued with the call for competition and will be fully detailed in the tender documents. The Council reserves the right to hold a supplier engagement event and will invite interested parties who register an interest to procurement@caerphilly.gov.uk It is intended that the contract will commence on 01 September 2026 for a period of two (2) years with the option to extend for up to a further period of two (2) years.
