Summary of the contracting process

Caerphilly County Borough Council procured education and vocational training services to support learners receiving Educated Other Than At School (EOTAS) provision in Caerphilly County. The requirement was divided into construction, hair and beauty, and digital skills. Construction covered hands-on multi-skills training for learners with no prior experience, leading towards a City & Guilds Level 1 Award, Certificate or Diploma in Construction Skills, or an equivalent qualification, and progression to Level 2 study or apprenticeships. Hair and beauty covered practical hairdressing and beauty therapy skills, accredited learning, professional standards and sector experience. Digital skills covered foundational digital competence, creativity, communication and safe technology use, supporting progression into further education or employment. The services are delivered in the Caerphilly area and fall within education, vocational and industrial training.

This procurement has been awarded following an above-threshold open procedure. The award date was 16 July 2026, with ARC Labour Solutions Ltd awarded construction at £486,720 ex VAT, Educ8 Training Group awarded hair and beauty at £789,999.60 ex VAT, and Educ8 Training Group awarded digital skills at £644,467.20 ex VAT. The published award value is £1,921,186.80 ex VAT. Contracts are due to run from 1 September 2026 to 31 August 2028, with an option to extend by up to 24 months, to 31 August 2030. The tender closing deadline was 19 June 2026 at 12:00 and the enquiry deadline was 16 June 2026 at 17:00. Bids were assessed on quality at 80% and price at 20%, with economic and technical selection criteria. Seven bids were received for construction, with four reaching the final stage.

This award demonstrates demand from Caerphilly Council for structured vocational provision serving learners with limited or no prior experience. Credible competitors will need specialist trainers and the ability to design and deliver practical, supportive programmes aligned to progression into further education, employment, Level 2 qualifications or apprenticeships. Relevant capability includes construction multi-skills training and delivery towards recognised City & Guilds or equivalent outcomes; accredited hairdressing and beauty therapy provision; and accessible digital-skills teaching covering creativity, communication and safe technology use. Suppliers should be able to provide appropriate staff and deliver the full specification for any lot they pursue. The procurement was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller specialist training providers may be well placed to compete when this requirement returns.
