Delivery, Management and Maintenance of Public & Private EV Infrastructure
Notice Description
Places for People and Anchor (collectively, the Employer) is jointly procuring a single supplier to provide a scalable, end-to-end electric vehicle charging infrastructure solution across the Places for People and Anchor property portfolios. The requirements include the supply and installation of charging hardware, retrofit works, commissioning, software and back-office management, payment systems, customer support, monitoring, servicing, maintenance, testing and the adoption or replacement of existing charge points. The programme anticipates the delivery and management of approximately 20,000 charge points over an initial contract term of ten (10) years, with an option to extend for a further five (5) years. The estimated total contract value is PS39.2 million. The commercial model will be fully client-funded, with the infrastructure owned by the relevant contracting organisation. Services will be provided across new-build, retrofit and residential locations and will include site assessment, design, supply-only requirements, installation, mobilisation, stakeholder engagement, project management, monitoring, reporting and ongoing asset-performance management. Requirements will be instructed on a site-by-site basis using the successful supplier's contracted Schedule of Rates. No minimum volume, value, site allocation or level of work is guaranteed. Participants are required to submit one tender covering both Lots. The same supplier will be appointed to both Lots, with separate contracts entered into by Places for People and Anchor which will be managed separately.
Lot Information
Places for People (PfP)
This Lot covers the provision of a fully managed electric vehicle charging infrastructure solution across the Places for People Group portfolio. The scope includes the design, supply, installation, commissioning, operation, maintenance, monitoring and lifecycle management of electric vehicle charge points, together with associated software platforms, payment processing, customer support and reporting services. The delivery model is intended to provide a long-term partnership with full lifecycle management of EV charging infrastructure. Based on current forecasts, the Employer anticipates approximately 20,000 charge points over the initial ten-year period, comprising approximately 19,500 driveway charge points and 500 retrofit charge points. These volumes are indicative only and are provided solely to assist bidders in understanding the potential scale of the opportunity. No minimum or guaranteed volume of work is offered, and actual requirements may be higher or lower than the figures stated. The Employer reserves the right to vary the rollout profile, timing, locations and volumes throughout the contract term in accordance with operational requirements, funding availability and asset strategies.
Options: The Employer reserves the right during the contract term to purchase additional, replacement, upgraded or complementary goods, services and works associated with electric vehicle charging infrastructure. This may include, but is not limited to, charging hardware, software platforms, payment solutions, operation and maintenance services, energy management solutions, battery storage, renewable energy integration, electrical infrastructure upgrades, civil engineering works, future technologies, additional sites, estate expansion requirements and other ancillary products or services required to support the Employer's current or future electric vehicle charging strategy.
Renewal: The extension may be exercised (see contract/clause 4) where there is a continuing requirement for the services and will be subject to satisfactory supplier performance, continued value for money, availability of funding, ongoing organisational requirements and receipt of all necessary internal approvals. The Employer is not obliged to exercise the extension option.
Anchor Hanover GroupThis Lot covers the provision of a fully managed electric vehicle charging infrastructure solution across Anchor's property portfolio. The scope includes the design, supply, installation, commissioning, operation, maintenance, monitoring and lifecycle management of electric vehicle charge points, together with associated software platforms, payment processing, customer support and reporting services. The delivery model is intended to provide a long-term partnership with full lifecycle management of EV charging infrastructure. Based on current forecasts, the Employer anticipates approximately 4,000 charge points over the initial ten-year period, comprising approximately 2,000 driveway charge points and 2,000 retrofit charge points. These volumes are indicative only and are provided solely to assist bidders in understanding the potential scale of the opportunity. Planning Information
The Preliminary Market Engagement (PME) will cover on why this is a Joint Procurement between Places for People (PfP) & Anchor Hanover Group, an overview of its current position and the no. of sites to be included within the full contract, a brief look at the scope of works including Asset Lifecycle Management & EV Infrastructure Management , a talk on the procurement route we plan to use and next steps, an overview of KPI's & the potential for Social Value & ESG initiatives. Places for People & Anchor Hanover Group will be hosting a webinar to interested parties expanding on our joint requirements, giving an overview of the proposed scope of works, discuss some of the challenges faced so far, future expectations and start to form the basis of dialogue with the interested parties. This webinar will allow for Q&A's at the end, we may be unable to answer all questions submitted and will deal with these in order of which they come in. Following the webinar Places for People & Anchor Hanover Group will be hosting face to face 1-2-1 sessions at Anchor Hanover Group's London office, dated 18th - 19th May for some of the interested parties. This 1-2-1 session include some interview questions and it will be an opportunity for the market to have a two way dialogue with Places for People & Anchor Hanover Group stakeholders to understand and help shape the requirements and strategy for the procurement and to comment on the proposed procurement process. It will also allow Places for People & Anchor Hanover Group to understand the capacity and capability of the market and the art of the possible. Any findings during these sessions which are relevant to the tender will be made clear and accessible to all participants during the submissions period.
