Northern Ireland Housing Executive procured response maintenance and improvement services for its housing stock, communal areas and owned land and buildings across Northern Ireland. The procurement is complete and was run as an above-threshold open procedure. Four lots were awarded on 25 June 2026, with contracts signed on 10 July 2026. B.I. Electrical Services (NI) trading as Greenview won South West for £22,375,047.97 net (£26,850,057.56 gross), from 1 August 2026 to 31 July 2031. Nicor Construction won South Belfast for £45,393,748.56 net (£54,472,498.27 gross), and Combined Facilities Management won East Belfast for £45,415,756.91 net (£54,498,908.29 gross); both run from 1 September 2026 to 31 August 2031. P.K. Murphy Construction won South Down for £61,960,450.90 net (£74,352,541.08 gross), from 1 November 2026 to 31 October 2031. Each lot was evaluated 70% on price and 30% on quality, including social value, job-request programming and continuous improvement.

This award demonstrates sustained demand from the Northern Ireland Housing Executive for regional, multi-trade housing maintenance delivered at scale. Credible future competitors would need the operational capacity to provide round-the-clock responsive repairs, emergency attendance, void-property turnaround and coordinated task-order delivery across occupied and unoccupied homes. Relevant capability spans construction, civil engineering, plumbing, electrical and mechanical installations, roofing, refurbishment, asbestos services, fire safety and technical inspection. Suppliers should be able to manage statutory compliance, customer appointments, IT integration, reporting and measurable performance against customer satisfaction, inspection pass rates, completion times, first-time fixes and appointment keeping. The evaluation also shows that social value, community-based projects, continuous improvement and sustainable construction practice matter alongside price. The requirement was suitable for SMEs, but bidders needed two relevant contracts and appropriate verified financial capability.

The lot contracts associated with this competitive tendering procedure will deliver responsive maintenance, emergency repairs, void property works, civil engineering, asbestos services, fire safety works, and associated inspections across the Contracting Authority's properties within the relevant region. The successful Suppliers will provide a 24/7/365 responsive repairs service, undertake technical and compliance inspections, manage multi-trade repair tasks, and support statutory landlord obligations. Services include working in occupied and unoccupied homes, communal areas, and Contracting Authority-owned land and buildings. The Suppliers must meet extensive requirements in health and safety, customer care, IT integration, appointments, reporting, social value, environmental sustainability, and performance management, and must collaborate with the Contracting Authority. No minimum volume of work is guaranteed. In accordance with the Procurement Policy Note 01/21 - Social Value in Procurement, this Contract will deliver measurable social value outcomes. Under this Procurement Suppliers will be required to support the Contracting Authority's social value objectives. Accordingly, Contract performance conditions and Award Criteria may relate, in particular, to social value.
