Summary of the contracting process

Salvation Army Housing Association has procured domestic and commercial heating services across three geographic areas. The work covers mechanical installations, repair and maintenance of mechanical building systems, central heating and heating plants, including the associated services required for its housing portfolio. The North lot covers the North East, Yorkshire and the Humber, and the North West of England. The London and South East lot covers London, the East of England and the South East. The South West lot covers the South West of England. Salvation Army Housing Association is the buying organisation, with Faithorn Farrell Timms acting as procurement consultant. This is a housing-maintenance services requirement rather than a supply-only opportunity, and is relevant to heating, building-services and mechanical-maintenance contractors able to operate in the relevant geographic area.

The procurement is complete and has been awarded through an above-threshold open procedure. The award date was 10 August 2026, with the standstill period ending on 3 September 2026 and a scheduled contract signature date of 30 October 2026. The initial contract period is 1 December 2026 to 30 November 2029, with renewal options allowing a maximum end date of 30 November 2033. The North lot was awarded to DFP Services Limited for £3,966,667 excluding VAT (£4,760,000 gross). London and South East was awarded to T.S.G. Building Services PLC for £3,441,666 excluding VAT (£4,130,000 gross). South West was awarded to Robert Heath Heating Limited for £1,341,667 excluding VAT (£1,610,000 gross). Each lot was evaluated on price at 40%, written quality responses at 25% and presented quality responses at 35%.

This award demonstrates sustained demand from Salvation Army Housing Association for regional domestic and commercial heating maintenance, mechanical building-services work and heating-plant repairs. Future competitors would need the operational capacity to deliver planned and responsive services across a defined English region, with suitable coverage of housing assets and commercial premises. Credibility would depend on strong technical delivery, reliable service management and evidence that heating and mechanical systems can be maintained safely and consistently at regional scale. The evaluation places greater combined emphasis on quality than price, so suppliers should be able to produce clear written proposals and present their approach convincingly, alongside competitive pricing. The lots were suitable for SMEs and voluntary, community or social enterprises, and suppliers could pursue one or multiple geographic areas.
