Summary of the contracting process

Barcud Shared Services has established an electrical services framework for work across Wales. It covers two lots. Lot 1 concerns electrical installation condition reports, associated inspection findings and formal reporting, plus inspection and testing of solar photovoltaic installations in domestic dwellings, occupied and void, and communal areas. Lot 2 covers full or partial rewiring of domestic and void properties, consumer-unit replacement, circuit upgrades, earthing and bonding upgrades, fire-detection systems, testing, certification and making good. The framework is intended for call-off instructions and can be used by any public body. The work combines electrical inspection and testing, solar PV inspection, electrical installation and rewiring services, with participation identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The procurement is complete and has reached award stage under an above-threshold open procedure. Lot 1 was awarded on 18 August 2026 to Ikall Ltd, Advanced Contracts Solutions, Jeff Way Electrical Services Limited, Newey Electrical, NRT Building Services, Mirus Energy, Nuenergy Solutions, Lightning Solutions (Wales), Warmserve Services Ltd, Sureserve Energy Services UK Ltd, JJP Services Ltd and Westward Energy Services. Its awarded value is £4,000,000 excluding VAT (£4,800,000 including VAT), with a contract period from 14 September 2026 to 13 September 2029 and an overall framework end date of 13 September 2034. Lot 2 was awarded on 13 August 2026 to Ikall Ltd, Advanced Contracts Solutions, LTR Electrical, Jeff Way Electrical Services Limited, Newey Electrical, NRT Building Services, Mirus Energy, Nuenergy Solutions, Lightning Solutions (Wales), Warmserve Services Ltd, Sureserve Energy Services UK Ltd and JJP Services Ltd. Its awarded value is £12,000,000 excluding VAT (£14,400,000 including VAT), on the same contract period and maximum framework end date. Both lots were evaluated 60% on price and 40% on quality, covering previous experience, contract delivery, resources and capacity, and health and safety.

This framework demonstrates sustained public-sector demand from Barcud Shared Services for electrical compliance, renewable-energy inspection and housing electrical works. A credible future competitor would need to deliver EICRs, inspection reporting and solar PV testing across domestic and communal settings, or undertake rewiring, consumer-unit and circuit upgrades, earthing and bonding, fire-detection installation, testing, certification and making good. The evaluation shows that competitive pricing is important, but technical credibility also depends on relevant previous experience, a clear contract-delivery approach, sufficient resources and capacity, and robust health-and-safety arrangements. The opportunity has attracted substantial competition, including many SMEs, and the framework model uses reopening of competition for call-offs. Suppliers able to combine dependable field delivery, inspection or installation competence, housing-sector experience and scalable regional resources would be well placed when this requirement returns.

Renewal: Barcud Shared Services intends to establish an open framework scheme with a maximum duration of up to 8 years. In accordance with section 49 of the Procurement Act 2023, the scheme will be reopened at least once within the first 3 years through the award of a successive framework on substantially the same terms. Barcud Shared Services may, at its discretion, reopen the scheme again at further intervals during its life, provided that any successive framework is awarded within 5 years of the previous award and the overall scheme does not exceed 8 years in total.
