Summary of the contracting process

Yorkshire Purchasing Organisation is procuring branded arts and stationery for use mainly by schools and local authorities. The goods include colouring pencils, jumbo colouring pencils, HB and sketching pencils, colouring pens, ballpoint pens, gel and fineliner pens, handwriting pens, crayons, oil pastels, chalks, highlighters, sticky notes and whiteboard cleaning products. This is a goods supply opportunity covering 13 product lots, classified under stationery and art supplies. Successful suppliers will deliver stock into YPO’s distribution centre in Wakefield, West Yorkshire, for onward fulfilment of customer requirements. The framework is intended to cover products supplied within the scope of YPO Brand Arts and Stationery, including additional items that fall within that scope during the contract.

The procurement has reached tender: YPO has invited offers through an open procedure for a framework agreement. Bids were due by 21 October 2026 at 14:00, and enquiries by 2 October 2026 at 14:00. The framework contract period is 1 January 2027 to 31 December 2030, with award planned by 4 December 2026. The estimated tender value is £9.5 million excluding VAT, or £11.4 million including VAT. Evaluation is weighted 40% cost, 30% quality, 10% delivery and customer service, and 20% social value and sustainability. A 3% marketing contribution applies to the award value.

This Framework is designed to meet the needs of YPO by establishing an agreement for Suppliers to deliver stock into YPO's distribution centre in Wakefield, West Yorkshire.
