Summary of the contracting process

West Midlands Fire and Rescue Authority is buying emergency response equipment and related services through a framework for UK fire and rescue services and other eligible public-sector customers. The six product areas are rescue equipment; fluid-transfer equipment and compressed-air foam systems; positive-pressure ventilation fans and smoke curtains; thermal-imaging cameras; equipment for working at height; and gas-detection monitors. The framework covers supply and delivery, with call-off orders made by participating authorities. Deliveries may be made across the UK, Guernsey, the Isle of Man and Jersey. Devon and Somerset, Merseyside, Shropshire, and Hampshire and Isle of Wight fire and rescue authorities supported development and evaluation of the procurement. The framework is open to eligible UK-wide buyers, subject to the customer list in the tender instructions.

The procurement has been awarded following an open procedure, with six completed lots. The award date for each lot was 14 October 2026. Lot 1, rescue equipment, was awarded to Angloco, Clan Tools & Plant, Fire Ladders, Terberg DTS (UK), Vimpex and Weber Rescue UK, at £12 million. Lot 2, fluid transfer and compressed-air foam, went to Angloco, Angus Fire, Clan Tools & Plant, CMT Flexibles, Cold Cut Systems, Delta Fire, Fire Fighting Technologies, Fire Hosetech, Fire Ladders and Rosenbauer UK, at £10 million. Lot 3, fans and smoke curtains, went to Angloco, Clan Tools & Plant, Fire Ladders, Rosenbauer UK, Terberg DTS (UK), Vimpex and Weber Rescue UK, at £6 million. Lot 4, thermal-imaging cameras, went to Angloco, Beechwood Equipment, Clan Tools & Plant, Draeger Safety UK, Fire Ladders, Highland Defence, MSA (Britain), Rosenbauer UK, Terberg DTS (UK) and Vimpex, at £6 million. Lot 5, working-at-height equipment, went to Abaris International, Fire Ladders and Lyon Equipment, at £10 million. Lot 6, gas-detection monitors, went to 7Solutions, Blackline Safety Europe, Draeger Safety UK, Fire Ladders, MSA (Britain) and Terberg DTS (UK), at £7 million. Contracts run from 30 November 2026 to 29 November 2034. Evaluation used pass/fail price and quality criteria. Framework prices are maximum call-off prices; buyers may award call-offs by further competition or direct award.

This procurement shows demand across distinct specialist fire and rescue equipment markets, with suppliers able to compete for individual product areas rather than needing to cover the entire range. The buyer marked every lot as suitable for small and medium-sized enterprises, and the awards include a mix of specialist firms and larger suppliers. This framework is for the Supply and Delivery of Emergency Response Equipment and Associated Services. The tender exercise will be in accordance with the provisions of the Procurement Act 2023 following the open tender procedure. The Framework Agreement will be available to access by UK Fire and Rescue Services and other services,customer and agents, which can be viewed in the ITT. Suppliers will hold insurance cover to the following minimum levels: Public Liability: PS5 million, Products Liability: PS1 million and Employers Liability: PS5 million. The Lots available to bid for are: Rescue Tools and Stabilisation Equipment, Fluid Transfer Equipment and Compressed Air Foam Systems, Positive Pressure Ventilation Fans and Smoke Curtains, Thermal Imaging Cameras, Working at Height Equipment and Gas Detection Monitors.

Renewal: The initial framework would be live from 7th September 2026 until 6th September 2029. The Authority would then open up the framework at the end of year three to existing suppliers on the framework and to other suppliers that wish to tender for the next framework within the scheme.
