Notice Description
Reclaim Fund Ltd (RFL) is preparing to undertake a procurement exercise to appoint a provider of a Fully Managed HR System including; HR management and advice (with experience in both Public and Private Sector), Payroll Services and HR Services to ensure that RFL can operate effectively and compliantly.
Planning Information
RFL is seeking to better understand available service models, innovation and market capability to help inform the development of the future opportunity and would like to invite interested parties to contact Procurement@reclaimfund.co.uk if they feel they can deliver the desired requirements outlined below. Engagement is planned to be via MS Teams on a 1-2-1 basis between potential providers and RFL. The provider will need to work closely and collaborate with RFL's HR Business Partner and have experience in both Private Sector and Public Sectors as RFL is an Arms-Length Body, owned by HM Treasury. The indicative scope of services includes: Payroll Services : Delivering timely payroll processing and support to ensure that all employees are paid on the 15th of every month. This service must include online access to payslips (could be part of the main HR portal or separate) and expertise on tax, NI and any other payroll related queries. The provider will be asked to provide additional optional costings/rate card for reviewing pay benchmarking and organisation structure. HR management & advice : The outsourced provider will be expected to pro-actively engage with RFL for any HR related matters such as changes in relevant legislation, compliance to UK employment laws, changes to best practice etc, and work with RFL's HR Business Partner to aide in remaining compliant and continually improving its HR provision. RFL will expect the provider to attend regular supplier review meetings. Evidence of compliance with GDPR to be provided by the supplier as part of these reviews. HR Services: o Employee relations (in collaboration with RFL's HR Business Partner) o To support RFL's HR Business Partner with Performance management o Additional cost option - To support RFL's HR Advisor with Training & Development o Maintain or assist/support HR policies & Procedures and other administrative HR tasks HR portal access: Portal to be accessible to all staff and managers to facilitate self-service for: o Requesting and approving holidays o Calendar viewing - with options to see all staff holidays for planning purposes o Logging absence o Access to RFL HR documents such as the staff handbook, benefits information and personal documents (such as contracts) with the ability of digital signatures required. o Ability to extract reports, including sickness, holidays, SLAs o Portal must be secure to ensure data compliance and password policies editable to align with RFL's password policy. It must be able to integrate with RFL's Microsoft Azure tenant for single sign on. o Portal/App must operate on both Windows and Apple o Data storage preference is UK[AB1.1] o Compliance with ISO27001[AB2.1] o Assurance over; -controls operated for the services to be provided e.g. ISAE 3402 Type II or SOC 1 reports - information security for the services to be provided e.g. ISO27001 certification (not compliance) - how your organization handles five foundational pillars of Cyber Essentials. - BCP (Business Continuity Plan) and DR (Disaster Recovery *RFL reserve the right to decline engagement if they feel it will not be beneficial to the process.
