Summary of the contracting process

Natural Resources Wales procured a vegetation management services framework for its Mid Wales land management teams. The work covers specialist cutting and clearance to keep NRW-managed sites safe, compliant and presentable, including car parks, trailheads, flood and reservoir embankments, forest road verges, promoted walks, public highways, Sites of Special Scientific Interest and National Nature Reserves. Required activities and equipment include tractor and flail operations, flail reform, shears, excavator and flail work, Aebi or robotic mowing, chainsaw work and wheeled excavators. The framework is divided across four Mid Wales areas: Mid North–East, Mid North–West, Cambrian Uplands and Brecon Beacons. Delivery is across Wales, for Natural Resources Wales.

The procurement is complete and four framework lots have been awarded through an above-threshold open procedure. Each lot is valued at £225,000 excluding VAT, or £270,000 including VAT. Lot 1, Mid North–East, was awarded to Camddwr Contractors Cyf, Edward Jones Contractors Ltd and Jimmy Hughes Services Ltd. Lot 2, Mid North–West, went to Camddwr Contractors Cyf, Jimmy Hughes Services Ltd and MCS Enviroculture Ltd. Lot 3, Cambrian Uplands, went to Camddwr Contractors Cyf, Cwm Agricultural Ltd and MCS Enviroculture Ltd. Lot 4, Brecon Beacons, went to Cwm Agricultural Ltd, Jimmy Hughes Services Ltd and MCS Enviroculture Ltd. Awards were dated 12 August 2026; each lot’s contract period runs from 1 September 2026 to 31 August 2030. The framework allows direct awards and mini-competitions, with price and quality weighted equally. Bidders could apply for up to three of the four lots, and the framework has a maximum of 12 suppliers.

This requirement suits specialist grounds, vegetation, forestry and land-management contractors able to operate safely across rural and infrastructure sites in Wales. Credible competitors would need practical capability in mechanical verge and embankment cutting, tractor and flail work, excavator operations, robotic or Aebi mowing, hedge and tree management, and limited chainsaw work. The awarded supplier mix shows that small and medium-sized firms can compete, including businesses combining agricultural machinery, environmental management and vegetation-cutting expertise. Firms should be able to provide suitably maintained tractors, flails, shears, excavators, wheeled excavators and mowing equipment, together with competent operators and the capacity to cover one or more defined geographic areas. Experience maintaining public-access sites, highways, reservoirs, flood infrastructure, forestry verges or protected sites would support credibility when this buyer next tests the requirement.
