Notice Description

His Majesty's Courts and Tribunals Service (HMCTS) is in the early stages of reviewing its current Facilities Management (FM) and Security provision across its estate. This notice is published for transparency purposes in accordance with the Procurement Act (2023) and does not constitute the commencement of a procurement. HMCTS is responsible for approximately 340 locations throughout England, Wales and certain sites in Scotland. FM and Security arrangements are currently delivered through two national contracts. Current FM provision includes a range of Hard FM and Soft FM services. Hard FM services include, but are not limited to, statutory and mandatory compliance, projects, planned and reactive maintenance, building fabric maintenance, mechanical, electrical & plumbing (MEP). Soft FM services include, but are not limited to, FM support services, grounds maintenance and landscaping including gritting, routine and reactive cleaning services, window cleaning, pest control and general waste and recycling services. Security provision includes, but is not limited to, guarding, reactive ad hoc guarding, out of hours alarm response and management of search equipment. The project aims to ensure that critical FM and Security support arrangements are put in place so that services continue beyond the expiry of the current contracts in April 2029. This project is at an early stage. All information contained in this notice, including but not limited to, timings and potential scope, is indicative only and may be subject to change. No response is required from interested parties regarding this notice however HMCTS intend to publish a Preliminary Market Engagement (PME) notice in due course.

Planning Information

It is anticipated that the Preliminary Market Engagement (PME) period will run from now until the end of December 2026. HMCTS intends to use this period to refine its requirements and delivery model through various activities, which may include, but is not limited to: • Online supplier surveys. • One-to-one clarification sessions. Specific details, dates, and access for these activities will be shared with suppliers who are registered and expressed their interest via the e-sourcing portal. How to Register To participate in this PME and receive further updates, interested parties must be registered on the e-sourcing portal, Jaggaer. Suppliers can register by accessing Jaggaer through the following link: https://ministryofjusticecommercial.ukp.app.jaggaer.com/web/login.html Suppliers can then express interest against Pre-Qualification Question (PQQ) PQQ_578 in order to be included in future communications. We ask that suppliers express their interest by 2.00pm on Monday 18 May 2026, following which further information will be issued. The PQQ functionality is being used for communication only, responses are not evaluated or used for selection in any way. Important Information This notice is for information only and is intended to provide transparency regarding a potential future requirement. It does not constitute a call for competition or a commitment to any procurement process. Choosing not to participate in this PME will not prevent any organisation from participating in any subsequent procurement related to this project. All information provided is indicative. HMCTS reserves the right to change the scope, timelines, or engagement methods at its absolute discretion. HMCTS will not be liable for any costs incurred by suppliers in participating in this PME.
