Provision of Arrears Prioritisation and Prevention Software
Notice Description
Market Engagement - Provision of Arrears Prioritisation and Prevention Software The London Borough of Barking and Dagenham (LBBD) will be procuring for a data analytics partner to provide an arrears and prevention software. The service required is a cloud-based income management platform which will be given transactional data extracts from our internal Housing Management System Capita Open. The data will then be used to optimise the Council's rent collection, reduce arrears, and manage tenant debts. The platform will also need to analyse rent transaction data and accurately forecast which tenants are likely to fall into arrears thus allowing housing officers to take proactive actions and intervention early. Key requirements: * Data analysis: analyses data to create a prioritised list of cases, enabling officers to focus on the highest-risk tenants first. * Arrears reduction: proactively identify and communicate rent arrears to tenants prompting early actions which should in turn significantly reduce the volume of arrears and show a reduction in rent arrears resulting in fewer evictions, and more sustained tenancies. * Operational Efficiency due to Intelligent automation: automate repetitive tasks and provide tailored nudges/reminders to tenants thus saving time for staff and allowing staff to focus on more complex cases thus reducing overall workload. * Comprehensive analytics: produce reports, offering insights into officer productivity, team performance, and arrears trends. * Tailored tenant support: enable officers to identify vulnerable tenants who need targeted support. Identify issues early and support tenants to avoid debt spiralling, improve tenants' wellbeing by reducing stress from rent debts and supports tenancy sustainment, shifting the focus from admin to proactive engagement. The Council invites suitably qualified providers to attend a market engagement event where it will present the Council's requirements for the above service. This event will be held via Teams at 2pm 9th June 2026. This event will offer an opportunity to inform providers of the Council's vision for services, its tendering process and timetable for procurement. There will also be opportunity for providers to seek clarity on the service, ask questions and make comments where appropriate. Key topics for the day will be; * An introduction to Barking & Dagenham * The demographics of the council as a social housing provider * Current service provision * The new model - key themes and components of future service provision * The 'ask' from providers and indicative budget * Procurement Process * Discussion & Questions Organisations interested in attending the event should confirm their attendance by emailing edna.amolo@lbbd.gov.uk by close of business 1st June 2026.
