Summary of the contracting process

Transport for London (TfL), a major public undertaking, is currently in the planning stage of a procurement process for Carbon Accounting and Utilities Management Solutions. The initiative is focused on understanding the existing market capabilities through a preliminary market engagement, with a particular focus on services related to utilities and carbon accounting. The process involves a Market Sounding Questionnaire (MSQ) as part of market engagement, running from 15 May 2026 to 19 June 2026. Located in London, TfL is the largest consumer of electricity in the city, managing a vast network of utility operations throughout the region. This engagement aims to gather insights into solutions that address a variety of components, such as utilities bill processing, carbon accounting, and data management, aligning with legislative requirements under the Procurement Act 2023.

This preliminary market engagement by TfL presents opportunities for businesses involved in software development, IT services, environmental services, and public utilities. Companies that specialise in software package solutions, particularly those that can offer integrated carbon accounting and utilities management systems aligned with current legislation, would be well placed to benefit from this engagement process. By participating in the market engagement, businesses have the opportunity to showcase their capabilities in delivering innovative solutions that meet TfL's requirements, positioning themselves for future procurement opportunities as part of London’s drive towards improved energy management and environmental sustainability.
