Summary of the contracting process

The procurement process facilitated by the Government Commercial Agency, based in Liverpool, is currently at the planning stage for a tender titled "Buying Better Foods 2". This procurement, planned as a direct award within a single supplier framework, focuses on the food and drink industry. The framework is set to replace the existing "Buying Better Food and Drink" agreement, which expires on 22 January 2028. The tender has an estimated gross value of £1 billion, with the procurement framework anticipated to start on 30 April 2027 and could be renewed until 29 April 2031. This opportunity is particularly relevant for the environmental regions across the UK, covering a broad range of products from food and beverages to catering services.

This tender presents significant opportunities for business growth, especially for small and medium-sized enterprises (SMEs). The procurement model is specifically designed to facilitate the participation of SMEs, allowing them to be integrated into the supply chain for direct deliveries to public sector buyers. Businesses specialising in food and beverage supply, agricultural products, forestry products, dairy, and catering services would find this contract particularly attractive. The emphasis on reducing barriers for SMEs promotes a competitive market landscape, encouraging diversity and innovation within public sector contracts.

Notice Title

Buying Better Foods 2

Notice Description

This will be a replacement agreement to follow RM6279 Buying Better Food and Drink framework, which expires on 22/01/2028. Of the PS4.9bn, total Public Sector food spend, the Government Commercial Agency (GCA) has a market share <0.3%. The procurement is planned as a single supplier framework (as per the current RM6279 agreement), where the opportunity for SMEs is a key benefit of the operational model, as buyers and the Tier 1 supplier can add SMEs to the supply chain for direct delivery supplies to customers at any time, via the Buyer Unique Line terms. The framework is designed to reduce barriers for SMEs to access public sector contracts to supply food and drink. The framework will be suitable for all Public Sector buyers including central government organisations, devolved administrations and wider public sector organisations in the United Kingdom.
