Summary of the contracting process

Wirral Council is procuring a delivery and management partner to work with it on the design, procurement and subsequent management of a national construction works framework. The service covers joint development of the framework strategy and requirements, procurement-compliant framework establishment, mobilisation, ongoing framework management and commercial operation. The appointed partner will make the framework available to eligible classes of contracting authority and manage the associated concession arrangements. This is a professional services requirement combining general, financial, marketing and procurement management consultancy. The work is centred on Wirral Council and is intended to support contracting authorities across the United Kingdom. The Council is the contracting authority and buyer, while the delivery partner will operate the framework commercially in partnership with it.

The procurement is complete and the award is pending completion of the standstill period and contract signature. It used an accelerated open procedure for an above-threshold concession, with electronic submissions allowed in English. One valid bid was received and the contract was awarded to Procure Partnerships Framework Limited on 13 August 2026. The awarded value is £192 million gross. Notice Description

The Council seeks to appoint a Delivery and Management Partner (Concession Services) pursuant to the Procurement Act 2023 for an initial period of 10 years with the option, exercisable at the discretion of the Council, to extend in increments of twelve (12) months, up to a maximum of twenty four (24) months, to work in partnership with the Council (the "Contracting Authority"), to design, procure, and subsequently manage a National Construction Works Framework as defined by and compliant with the Procurement Act 2023. It is expected that the Delivery Partner and the Council will be responsible for jointly formulating the Framework strategy and requirements. Please refer to the Requirements Specification for more details. The Council will permit the successful Delivery Partner to make the Framework accessible to other definable recognisable classes of Contracting Authority which are eligible, and grant a concession to the Delivery Partner to design, procure, and subsequently manage the Framework in return for a concession fee (whether in the form of rebates or otherwise) to be established under this procurement process. The Delivery Partner will be required to make all necessary commitments and investments, resources, financial or otherwise, to work in partnership with the Council to establish the Framework and will not receive any consideration or payment from the Council for the whole of the services to be delivered under the awarded Contract. In consideration for the Council awarding a Concession Contract to the Delivery Partner to design, procure, and subsequently manage the Framework, a concession fee will be payable by the Concessionaire to the Council. The concession fee is in return for the Delivery Partner commercially managing and deriving a commercial income from the Framework. The Delivery Partner shall accept that the Council cannot and does not guarantee to establish the Framework and does not give any warranty, express or implied about procurement rules, vires or volume. The Council seeks to appoint a Delivery Partner by September 2026. The procurement of the Framework immediately thereafter in accordance with the relevant provisions of the Procurement Act 2023; with the intention of the Framework going live 12 months later. The Council estimates the total value over the entire term of the Contract to range between PS120 million - PS160 million excluding VAT.
