Summary of the contracting process

Test Valley Borough Council procured a single contractor to erect new fences and repair existing fencing across its owned and managed estate. The work is predominantly on public green spaces, nature reserves and sports sites, with additional fencing for industrial-estate boundaries and ad hoc repairs to householders’ fencing. It covers the supply and installation of fences, made-up fencing panels, railings and safety equipment. Delivery is across the council’s estate in the Test Valley area. The requirement is structured as a single-supplier framework using a schedule of rates, with call-off work arranged as needed. The council is the buying organisation and the requirement is classified primarily as goods, although the practical work includes fencing installation and repairs.

The procurement is complete and has reached award stage under an open procedure. One lot was evaluated on cost (50%), two examples of specific jobs (20%), similar-work experience (10%), staffing (10%), environmental policy (5%) and FSC sourcing (5%). Economic and technical selection criteria also applied. The estimated value was £180,000 excluding VAT (£216,000 including VAT). Upton Specialised Tree Services Ltd was selected on 16 July 2026 for £144,000 excluding VAT (£173,000 including VAT). The award was pending, with standstill ending on 31 July 2026. The awarded contract period is 10 August 2026 to 9 August 2028, with an option to extend for one year to 9 August 2029. Tenders closed on 19 June 2026 and the award decision was due by 26 June 2026.

This procurement shows recurring demand from Test Valley Borough Council for responsive fencing delivery and repair across varied public and commercial environments. A credible competitor would need to supply and install fencing, panels, railings and related safety equipment, while handling both planned construction and ad hoc household repairs. Relevant evidence includes experience of similar work and two specific completed jobs, supported by sufficient staffing capacity. Environmental credentials matter: bidders were assessed on their environmental policy and FSC sourcing, alongside cost. The requirement was suitable for small and medium-sized enterprises, and nine of the eleven final-stage bids came from SMEs, indicating that specialist smaller contractors can compete. A future supplier would need robust schedule-of-rates pricing, reliable call-off capacity and the ability to work across green spaces, nature reserves, sports sites, industrial boundaries and housing locations.
