Summary of the contracting process

Nottingham City Council intends to appoint contractors for specialist mechanical lifting equipment supporting adaptations in residents’ housing across Nottingham. The work covers two related areas: supplying and installing stairlifts, hoists, through-floor lifts, step lifts and other disabled access equipment, and servicing, maintaining, repairing, removing, storing and recycling existing equipment. Installations are commissioned following residents’ needs identified through occupational therapy assessments. The equipment includes domestic stairlifts, ceiling-track hoists and various lift systems from a range of manufacturers and models. The procurement is categorised mainly as works, with associated services, and is intended to establish an internal provider framework for the Council’s Housing team and its Adaptation and Renewal Agency.

This is a planned procurement: Nottingham City Council has announced its intention to procure, but has not invited tenders at this stage. It expects to use a below-threshold open competition, with electronic submission allowed when the tender is issued. The procurement is divided into two lots: supply and installation, and servicing, maintenance and repair. The expected contract period is 1 December 2026 to 30 November 2030. The estimated total value is £3.1 million excluding VAT (£3.72 million including VAT), comprising £2.5 million excluding VAT for supply and installation and £600,000 excluding VAT for servicing and maintenance. The Council expects to publish the tender notice on 5 October 2026; its indicative enquiry and tender dates are 14 and 17 October 2026. Up to three providers may join the closed framework, with awards made with or without reopening competition. Evaluation will be 60% price and 40% quality, based on supplier, quality and pricing questionnaires.

The procurement is suited to specialist access-equipment manufacturers, suppliers, installers and maintenance contractors, including small and medium-sized enterprises and voluntary, community or social enterprises. Relevant capability includes installing and commissioning stairlifts, hoists and domestic lift equipment; diagnosing faults; carrying out planned servicing and repairs; removing and storing equipment; and recycling units or recovering usable parts. Experience across different makes, models, ages and conditions will be valuable, including equipment made by Handicare, Meditek, Minivator, Platinum, Stannah, Thyssen, Chiltern, Likorail, Freeway, Wessex, Pollock, Terry Lifts and Spectra. The service requires capacity to support frequent new installations and maintain a large, changing portfolio of equipment in residents’ homes. Suppliers should prepare evidence for the supplier and quality questionnaires and a detailed pricing schedule.

NCC looking to appoint contractors to deliver support to our Housing team to supply, install and provide maintenance services for stairlifts, hoists and other Disabled Access Equipment in housing across our Nottingham City Council boundaries. This Notice is published in accordance with the Procurement Act 2023 to forewarn the market of a future tender opportunity, and does not require any action from potential bidders at this time. When the tender goes live a further notice will be published giving details. The tender will be published on the Councils e-tendering platform which can be found at https://www.eastmidstenders.org. We advise registering on the portal to be notified directly of tenders published by the Council.

Supply and Install of Specialist Mechanical Lifting Equipment

Through the Client (NCC Adaptation and Renewal Agency) there are then between 80-170 new installations of Specialist Mechanical Lifting Equipment per year (based on installation data from 2021 to present). This is based on the needs of residents as advised by an Occupational Therapy assessment. An internal framework of providers is being sought to cover the range of different equipment types, makes and models.

Servicing, Maintenance and Repair of Specialist Mechanical Lifting Equipment

The Client currently has 884 pieces of specialised domestic lifting equipment (correct as at 4 June 2026) installed for residents across the portfolio of a range of type, manufacturer, age and condition. This is equipment is broken down as follows: * Approximately 722 straight or curved stairlifts - Manufacturers include (but not limited to) Handicare, Meditek, Minivator, Platinum, Stannah and Thyssen * Approximately 97 ceiling track hoists - Manufacturers include (but not limited to) Chiltern, Likorail, Freeway and Wessex * Approximately 53 through floor lifts - Manufacturers include (but not limited to) Pollock, Terry Lifts and Wessex * Approximately 12 step lifts - Manufacturers include (but not limited to) Spectra, Terry Lifts and Wessex It is to be expected that over the Contract Period the above quantities will change. Any properties or equipment added or deleted (in writing) will be deemed to become part of the Contract. In addition, the Contractor would complete all removals and storage of existing equipment to be used for recycling (or stripped for spares and repairs dependant on the condition of the unit). An internal framework of providers is being sought to complete the required servicing, repairs and maintenance.
