Summary of the contracting process

The Welsh Government is preparing the fourth iteration of its Temporary Workers and Supply Teacher Framework. It will procure recruitment and education-related services, covering the supply of temporary workers and teachers to public sector customers. The framework is intended to support customers and suppliers across Wales, with delivery recorded across the United Kingdom. This is a services procurement and is expected to operate as a framework agreement. The buying organisation is Llywodraeth Cymru / Welsh Government, through its Corporate Procurement Services team in Cardiff. The consultation asks suppliers to identify what works well, suggest improvements and propose additional requirements for the renewed framework. The procurement is above the relevant threshold and is planned as a framework agreement.

The planned framework is likely to suit established recruitment businesses, temporary staffing agencies and specialist teacher supply providers that can support public sector customers at substantial scale. Suppliers with experience placing temporary workers, recruiting qualified or suitable teaching staff, and managing workforce supply arrangements should monitor the renewal process and prepare evidence of relevant delivery capability. Education and training providers may also be relevant where their services support the supply-teacher requirement. Small and medium-sized enterprises, as well as voluntary, community and social enterprises, are identified as suitable participants, so the arrangement is not limited to large national providers. The buyer is actively seeking supplier views on performance, improvements and additional requirements, giving relevant businesses an opportunity to help shape the future framework before the competition is launched.
