Summary of the contracting process

East Sussex County Council is seeking to award a contract for the "ESCC Crisis Payment Scheme," aimed at managing financial shocks and resilience among local residents. This open tender, classified under services like administration, community service provision, and crisis management, follows the Department for Work and Pensions' Crisis and Resilience Fund guidance. The procurement process is in its Tender stage, with submissions expected by 25 June 2026. The scheme is focused on the UKJ22 region, covering services crucial to public and social welfare. Businesses have until 12 June 2026 to make enquiries, with a potential award conclusion by 27 July 2026. The contract period starts on 1 September 2026, extending potentially up to 2032, contingent on future funding.

This tender presents substantial opportunities for businesses specializing in crisis management, social work services, and administrative support, especially those capable of establishing partnerships with statutory services and local voluntary organisations. SMEs and VCSEs are identified as suitable candidates, given the project's community orientation and the need for robust management information systems. The contract value is set at £1,800,000, offering both financial incentives and strategic growth prospects for entities that adhere to the required technical and data security standards. Successful bidders can leverage this contract to enhance their service delivery and expand their presence within community-focused sectors.

Notice Title

ESCC Crisis Payment Scheme

Notice Description

From 1 April 2026 the Department for Work and Pensions (DWP) introduced the Crisis and Resilience Fund: Guidance for local authorities in England (1 April 2026 to 31 March 2029) - GOV.UK, a multiyear, ring fenced grant enabling local authorities to support residents facing financial shocks and to build financial resilience. The Crisis and Resilience Fund (CRF) is the successor of the Household Support Fund and provides a national Crisis Payment offer (distinct from Housing Payments). National guidance requires a cash first, needs based approach, proportionate evidence, accessible routes, and robust management information. A light touch open tender is required for a provider/s to manage the crisis payment scheme.

A PME Notice was not published as the national guidance for the Fund stated that \"a local support network is key\" and due to the engagement undertaken with known providers earlier in the year, and existing developed contacts, it was felt that a national public Notice would not be beneficial. The subsequent use of an open tender ensures transparent access to the opportunity for all interested providers. The engagement was limited to local VCSE organisations due to the place-based delivery model required by national guidance; however, no provider is excluded from bidding."
