Summary of the contracting process

The Mayor’s Office for Policing and Crime, with the Metropolitan Police Service leading the work, intends to procure an AI-enabled video analytics capability to improve the review, analysis and management of CCTV footage and other digital evidence. The service is intended to help investigators search and analyse large volumes of material quickly, reduce manual footage review and turn video evidence into usable intelligence. The scope covers video ingestion, analytics and evidential workflows, with integration into future digital evidence management capabilities. The solution is expected to protect evidential integrity, interoperate with relevant systems, scale for future needs and support lawful and ethical use of AI. The work is for policing in the United Kingdom.

This is a planned procurement at the market-engagement stage, not a formal competition. The authority is using preliminary market engagement to understand technology, commercial models, indicative costs, risks, market capacity and supplier interest; responses will not be scored or used to shortlist suppliers. The intended procedure is not yet established. The stated estimated value is £800,000 excluding VAT (£960,000 including VAT). The planned contract is expected to run from 15 March 2027 to 14 March 2030, with an extension possible to 14 March 2032. The authority expects a future procurement to be conducted exclusively through the Precise Policing 2 Dynamic Market. Its indicative engagement timetable set registration and signed NDA submission for 2 November 2026, clarification questions for 5 November and RFI responses for 13 November 2026.

This will suit suppliers able to deliver AI-based video analytics and software services for policing or other evidence-intensive environments. Relevant strengths include ingesting and processing high volumes of CCTV and digital evidence, rapid search and analysis, evidential workflow design, and integration with digital evidence management systems. Suppliers should be prepared to demonstrate how their solution preserves evidential integrity, interoperates with existing and future systems, scales over time, and supports lawful and ethical AI use. The buyer is seeking market input on available technology, innovations, commercial models, cost drivers, affordability, risks and contractual performance measures, so suppliers with a clear view of delivery options and practical implementation dependencies can contribute. A future competition is expected to be restricted to members of the Precise Policing 2 Dynamic Market; suppliers not yet admitted can apply, meeting its core legal and financial requirements and at least one technical category.

Planning Information

1 Overview & Statutory Purpose This UK2 notice is published to inform the market of an upcoming Preliminary Market Engagement (PME) exercise. The proposed PME process and associated timelines outlined herein represent the contracting authority's current intent but remain strictly indicative and subject to change. Furthermore, regarding any potential subsequent formal procurement exercise, the authority reserves the right to adapt, alter, or halt its approach, requirements, and prospective timelines, without creating any legal or financial obligation for the Contracting Authority or participating suppliers. The Metropolitan Police Service (MPS), on behalf of the Mayor's Office for Policing and Crime (MOPAC) as the Contracting Authority, is conducting a Preliminary Market Engagement (PME) exercise under Section 16 of the Procurement Act 2023 for the Video Analytics Capability project. This exercise is being conducted for one, some or all the following purposes under Section 16(1) of the Act: • To assess, as appropriate and/or where required, the available technology, innovations, products, and services across the sector. • To undertake, as appropriate and/or where required, one, some, or all of the following: to investigate commercial models, indicative costs, cost drivers, and affordability; to analyse project risks and dependencies; and to explore likely contractual terms, key performance indicators, and service level agreements. • To conduct market mapping and to understand overall market capability, capacity, supplier interest, and market density. • To build market awareness, capability, and capacity among suppliers ahead of any potential future procurement opportunity. Please note, participation in this PME exercise is open to all interested suppliers across the market. Suppliers wishing to participate must register their interest by email and submit a completed and signed Non-Disclosure Agreement (NDA) to the commercial team at commercialsolutiondelivery@met.police.uk by the deadline specified in the indicative timetable. The NDA template can be accessed and downloaded via the following link: [ https://mps.box.com/s/b62w1l3c2nbyw2y1ru9r4lumx6q2juht ]. The RFI document will be issued simultaneously via direct email communication to all suppliers that have registered their interest and submitted a signed NDA in accordance with the indicative timetable. Suppliers that do not register their interest and submit a signed NDA by the stated deadline will not receive the RFI documentation and will therefore be unable to participate in this PME exercise. Furthermore, any potential subsequent formal procurement for the Video Analytics Capability project is expected to be conducted exclusively through the Precise Policing 2 Dynamic Market (PP2DM). Suppliers interested in participating in any such future procurement opportunity who are not currently members of the PP2DM can apply for membership. Guidance on the membership application process is provided in Section 4 below. Suppliers should note that the membership application and admission process is comprehensive and may require a significant period to complete. Participation in this PME exercise does not constitute, guarantee, or imply admission to the PP2DM. If any supplier experiences difficulty accessing the NDA template via the link provided, they should contact commercialsolutiondelivery@met.police.uk as soon as reasonably practicable and in advance of the registration deadline so that alternative access arrangements can be considered. 2 Process Description & Timetable Indicative Timetable: The indicative timetable for this Preliminary Market Engagement exercise is set out below. The Authority will make every effort to adhere to this schedule, but reserves the right to amend dates as required: • 22 October 2026: Publication of this UK2 Notice, including details of how suppliers can access and download the NDA template. • 02 November 2026: Deadline for suppliers to both register their interest via email and submit the signed NDA as an attachment to that email. • 02 November 2026: The Authority issues the RFI document simultaneously to all suppliers that have registered their interest and submitted a signed NDA in accordance with the indicative timetable. • 13 November 2026: Deadline for suppliers to submit their completed RFI Response Template. Phase 2: Simultaneous Issuance of Request for Information (RFI) Document On 02 November 2026, the Authority will issue the RFI document simultaneously via direct email to all suppliers that have registered their interest and submitted a signed NDA in accordance with the indicative timetable. The emailed RFI document comprises an overview of the requirements, a structured list of market questions and the mandatory RFI Response Template including specific answer fields and a dedicated section for supplier feedback, which suppliers must not alter or amend. Supplier Clarifications: If suppliers have any clarification questions regarding the RFI document, they must submit their questions via email to the commercial team at commercialsolutiondelivery@met.police.uk no later than 05 November 2026. To ensure a fair, transparent and equitable market engagement process, the Authority will issue a consolidated and anonymised Clarification Questions and Answers (Q&A) log simultaneously to all participating suppliers via email. The publication of this notice does not: • Constitute the commencement of a formal procurement procedure; • Commit the Authority to procure any goods, services, or works; • Indicate any preference for specific suppliers, technical methodologies, or commercial options; • Create exclusivity, contractual rights, or any advantage for responding suppliers; • Prevent non-responding suppliers from participating in any future formal procurement opportunity, should one arise. No Down-Selection or Evaluation Supplier submissions will be used internally for the aforementioned purposes under Section 16(1) of the Act. Responses will not be scored, and this exercise will not be used to down-select, shortlist, or pre-qualify suppliers for this or any future procurement. Participation in this PME exercise will not be used to assess, determine, influence, or expedite any application for membership of the Precise Policing 2 Dynamic Market (PP2DM). Liability and Costs The Contracting Authority will not be liable for any costs, expenses, or losses incurred by suppliers when registering interest, preparing responses to the RFI or applying for membership of the PP2DM. Information Accuracy and Changes Nothing contained within this notice or the accompanying RFI should be interpreted as a commitment regarding the ultimate scope, requirements, technical specification, procurement strategy, evaluation criteria, or contractual structure of any potential future procurement. 4 Precise Policing 2 Dynamic Market (PP2DM) Membership Application The PP2DM was established in accordance with the Procurement Act 2023 and operates as an ongoing pool of qualified suppliers for a range of policing and law enforcement contracting requirements. How to Apply Due to a temporary technical issue affecting the e-sourcing portal, the PP2DM membership application process is currently being administered via email. Suppliers wishing to apply for membership should request the application documents by contacting: commercialsolutiondelivery@met.police.uk. Applicants will be required to complete and/or sign, as applicable, the following documents: • PP2DM Conditions of Participation Commercial (Legal and Financial Capacity) • PP2DM Conditions of Participation Technical (Technical Ability) • PP2DM Terms of Agreement - Signature For clarity, admission to the PP2DM is subject to successfully meeting all core requirements and at least one of the available technical categories detailed within the application documentation. Applicants should ensure that all instructions contained within the application documents are carefully reviewed and followed prior to submission. Failure to provide all required information may delay the assessment process. Assessment and Admission Upon receipt of the completed application documents, the Contracting Authority will assess the submission against the PP2DM membership requirements - the Conditions of Participation. Following completion of the assessment, all applicants will be notified in writing of the outcome. Successful applicants will be admitted as members of the Precise Policing 2 Dynamic Market (PP2DM). Admission to the PP2DM does not guarantee an invitation to participate in any future procurement opportunity or the award of a contract. Similarly, participation in this PME exercise does not constitute, guarantee, or imply admission to the PP2DM.
