Summary of the contracting process

Transport for Wales (TfW) has completed the procurement process for the "TfW Accessibility Modelling Tool" contract, focusing on enhancing the Welsh transport network's accessibility and analytical capabilities. The contract was awarded directly to the University of South Wales due to its unique capability to meet the project’s complex requirements, under the legal basis provided by the Procurement Act 2023, Schedule 5 (Section 41). The procurement method applied is classified as "direct" and "Below threshold - without competition" due to the special nature of the project, involving the development of a prototype and a model for proximity and access analysis of the Bus and Rail networks. The contract, valued at £100,000 excluding VAT, commences on 10 June 2026 and is scheduled for completion by 9 June 2027, with potential for renewal. This initiative will operate primarily in Pontypridd, UK.

This tender presents significant opportunities for business growth, especially for businesses involved in research, development, and IT consulting services, as indicated by the classifications under CPV. The collaboration emphasises the potential benefits for academic institutions and SMEs alike by participating in innovative projects that require specialised skills in computational modelling and data analysis. Engaging in such projects could enhance a business's reputation and expertise in the field of transport analytics and increase their capability to deliver complex solutions adapted to public sector needs. This procurement also signifies a tangible opportunity for businesses aiming to establish themselves in the public sector by leveraging unique competencies that address specific governmental requirements.

Notice Title

TfW Accessibility Modelling Tool

Notice Description

TfW are seeking to establish a Research & Design partnership to develop and deliver an analytical methodology tool to measure and quantify the level of access and opportunity provided by the Welsh transport network, and future network proposals. The key output will be the development of an algorithm and model to quantify proximity analysis and access to opportunity analysis of the Bus and Rail networks. In addition to this, an MVP prototype of the front end interface will be developed. The model will be capable of digesting industry standard network file types. A Direct Award is justified under Schedule 5 (Section 41) of the Procurement Act 2023 - Special Cases - Prototypes and Development: (15) This justification allows for direct award when procuring a prototype or other novel good or service that is designed or developed at the request of the contracting authority. For example, procuring a solution to enable data to be shared securely between different agencies. A partnership project to develop a tool to measure access and opportunity of the transport network across Wales; strengthening Transport for Wales analytical capabilities. Specific requirement from an academic partner required to build and refine computational model. The skills and complexity required to meet the project objectives means that USW are a unique/the only Supplier of this service in the industry. As such, this is the most effective solution to deliver our needs.
