Summary of the contracting process

The Foreign, Commonwealth and Development Office intends to establish a Security and Resilience Framework for UK government security and resilience objectives, funded through Official Development Assistance and non-ODA sources. It will provide global access to suitably qualified individuals and multidisciplinary teams delivering services and goods across security, stabilisation, governance, justice, serious organised crime, counter-terrorism, strategic communications, defence support and cyber security. Related work includes investigation, security and defence training services (CPV 79700000 and 80600000). The framework is intended for requirements commissioned through further competed call-offs. The work will support activity globally, with the stated delivery address in the United Kingdom. Small and medium-sized enterprises, voluntary, community and social enterprises are considered suitable for the framework.

This procurement is at the planning stage: the FCDO has announced an intention to establish the framework, but has not invited formal tenders. It expects to use a competitive flexible procedure. The framework is planned as one lot, with an anticipated contract period from 1 March 2028 to 28 February 2031 and a possible extension to 29 February 2036. The estimated value is £2.7 billion excluding VAT, or £3.24 billion including VAT. The buyer expects to publish the next notice by 19 January 2027. Planned market engagement comprises an initial survey, possible one-to-one meetings, draft Terms of Reference, draft tender and evaluation materials, and an online engagement event. The structured engagement is scheduled to run until 8 January 2027.

The framework is likely to suit organisations able to deploy suitably qualified individuals or multidisciplinary teams internationally across several security and resilience disciplines. Relevant capability may include security and stabilisation, governance and justice, serious organised crime and counter-terrorism, strategic communications, defence support, cyber security, investigation, diplomatic or foreign-affairs support, and training in defence and security materials. Suppliers should consider how they can demonstrate capacity to respond to varied requirements commissioned through further competitions, and how they could combine specialist expertise across disciplines. The buyer is seeking market feedback on capability, risks, barriers, delivery approaches, framework requirements and the proposed evaluation and call-off arrangements. Participation in engagement can help suppliers prepare, but will not constitute participation in the later procurement.

The Foreign, Commonwealth and Development Office, acting on behalf of UK government, intends to establish the Security and Resilience Framework to support delivery of cross-UK government security and resilience objectives using both Official Development Assistance (ODA) and non-ODA funding. The Framework will provide global access to suitably qualified individuals and multi disciplinary teams to deliver a mixture of services and goods, including but not limited to security, stabilisation, governance, justice, serious organised crime, counter terrorism, strategic communications, defence support and cyber security. Requirements will generally be commissioned via call off further competitions.

Planning Information

The Foreign, Commonwealth and Development Office is looking to engage with prospective suppliers for the Security and Resilience Framework and is seeking feedback from the market through a structured period of market engagement. This engagement is intended to help refine the framework requirements, test market capability and capacity, and support suppliers’ understanding of the proposed procurement process before formal supplier selection begins. The market engagement will be structured as follows: Stage 1 - Initial engagement survey on framework thematics and engagement process The Authority will publish initial framework thematics and supporting information through Jaggaer. Suppliers will be invited to review the material and provide feedback through a questionnaire, which may be issued directly through the PQQ or by way of a linked Microsoft Form. This stage will gather market insight on capability, risks, potential barriers and the proposed engagement process. Stage 2 - Supplier one-to-one meetings Subject to Authority resource and the level of supplier interest, suppliers may be invited to attend online one-to-one sessions. These sessions will provide suppliers with an opportunity to share detailed feedback on the proposed framework, explain relevant capability, and suggest alternative delivery approaches for the Authority to consider. The Authority will not provide answers to supplier questions during these meetings. Questions will be recorded and, where appropriate, responses will be shared through the clarification process with all suppliers, except where information is commercially sensitive. Stage 3 - Full Terms of Reference engagement The Authority will issue the full draft Terms of Reference pack, including information on the proposed call-off process. Suppliers will be invited to review the material and provide feedback through a further questionnaire. Feedback received will be used to inform the finalisation of the requirement, procurement documentation and evaluation approach. Stage 4 - Full Invitation to Tender pack, terms and conditions, and evaluation methodology The Authority will share the draft Invitation to Tender pack through Jaggaer, including the proposed terms and conditions and evaluation methodology. This stage is intended to give suppliers early sight of the proposed tender documentation and to support informed engagement before the formal competition is launched. No questionnaire is currently expected to accompany this stage, although the Authority may use the later engagement event to seek feedback on specific points. Stage 5 - Market engagement event Suppliers will be invited to attend an online market engagement event. The event will provide an opportunity for the Authority to explain the proposed framework design, procurement process and key decisions made following earlier market engagement. Suppliers may be invited to consider questions in advance and raise questions during the session. A written record of the session, including responses to supplier questions where appropriate, will be shared following the event. Registering for Engagement Suppliers wishing to participate in this market engagement must access the Foreign, Commonwealth and Development Office’s eSourcing portal (Jaggaer), where the engagement opportunity and related materials will be made available. Suppliers can access the portal via https://fcdo.bravosolution.co.uk Suppliers who are not already registered should complete the registration process by selecting the registration option on the portal homepage and following the instructions provided. Once registered and logged in, suppliers should locate PQQ_2078 – Security and Resilience Framework Market Engagement under PQQs Open to All Supplier, and select Express Interest to gain access to the engagement materials under the Buyers attachment tab Any supplier questions relating to this engagement must be submitted through the Jaggaer messaging facility. Responses will be managed through the Authority's clarification process and, where appropriate, shared with all suppliers to ensure a fair and transparent engagement process. The market engagement process is intended solely to inform the Authority's future procurement strategy and documentation. Participation in market engagement does not constitute participation in any future procurement process and does not place any obligation on the Authority to proceed with the procurement.
