Summary of the contracting process

Comisiynydd y Gymraeg procured IT services for its Welsh Language Commissioner environment across the UK. The requirement covered three service areas: day-to-day support for the IT environment, infrastructure, equipment, services and users; security assurance services and support for the same environment; and project delivery and change-request services. The procurement was divided into three lots. Lot 1 covered general IT support, Lot 2 covered security assurance, and Lot 3 covered projects and requests for change. The contracts were signed on 3 September 2026 for Lots 1 and 2, and on 21 September 2026 for Lot 3. Each contract runs from 24 November 2026 to 30 November 2029, with extensions possible through 30 November 2031. Evaluation combined price with technical solution, innovation, staff, management, communication and Welsh-language capability, with weightings varying by lot.

This procurement demonstrates recurring demand from the Commissioner for a capable IT services partner able to support users, infrastructure, equipment and services, maintain security assurance, and deliver projects and controlled changes. A credible competitor would need demonstrable experience on up to three relevant contracts completed successfully within the previous three years, supported by testimonials and evidence of delivery. It would need suitably skilled and experienced key personnel, adequate systems, processes and resources, and strong contract-management, performance-reporting, issue-resolution and complaints-handling arrangements. Welsh-language capability across speaking, writing, reading and understanding was assessed. Relevant financial capacity included two years of accounts and appropriate insurance. Technical credibility also depended on security-assurance accreditations, data-protection capability and, for project work, project-management qualifications, alongside evidence of meeting equality needs and making reasonable adjustments.

Risk that technological, business, or operational requirements have a consequential change to the way IT services are delivered. Changes to technological, business, or operational requirement result in: additional IT requirements change to existing IT services cessation of IT services There are no currently known or foreseeable, circumstances, but it is possible that this could arise during the term of the contract.

Renewal: Lle bo'r Comisiynydd yn pennu bod perfformiad y contract yn dderbyniol a bod y Comisiynydd am ymestyn yn unol a'r gallu i ymestyn. Gellir ymestyn y contract am gyfnod byrrach na'r terfyn ar gyfer ymestyn, ac am gyfnodau lluosog hyd at 30/11/2031. Where the Commissioner determines that the performance of the contract is acceptable and that the Comiisioner wished to extend in accordance with the ability to extend. The contract can be extended for a shorter period than the limit for extension, and for multiple periods up to 30/11/2031.
