Summary of the contracting process

The North Yorkshire Council has procured security services across North Yorkshire through three separate lots: site security at Harrogate Convention Centre, event security and stewarding in the west of the county, and event security and stewarding in the east. The work covers guarding and patrols as well as security and stewarding for events. The east lot includes Scarborough Open Air Theatre as a named site for its supplier visit; the other two lots also required visits to Harrogate Convention Centre. The council sought up to three contracts, one for each service area, for demand-led work. The services support the safe operation of the convention centre and events across the county.

The procurement has been awarded following an open procedure. MPD FM was selected for Harrogate Convention Centre site security, at £1.9 million excluding VAT. Gough and Kelly Limited was selected for event security and stewarding in the west, at £4.51 million excluding VAT. Active Security Solutions North Yorkshire Ltd was selected for the east, at £6.815 million excluding VAT. All three awards were made on 25 September 2026. Each contract is scheduled to run from 1 January 2027 to 31 December 2030, with an option to extend to 31 December 2032. Each lot’s evaluation gave 40% weighting to price and 60% to quality; quality covered mobilisation, recruitment, training, public protection, lone working and continuous improvement, with event planning, communication and event staffing additionally assessed for the two event lots.

This award shows that the council buys site guarding and event security and stewarding as distinct service areas, and that suppliers can compete for a defined county area or a major venue. Credible competitors need to demonstrate they can mobilise contracts, recruit and train suitable personnel, protect and interact appropriately with the public, and manage lone-working safely. For event work, the council also assessed event planning, communication and the ability to staff events. Continuous improvement formed part of the quality assessment. Price mattered, but quality accounted for the larger combined share of the assessment. The service is demand-led, with no guaranteed volume, and may need adapting to changes in security legislation. The council identified SMEs and voluntary, community and social enterprises as suitable for each lot.
