Great Places Housing Group (GPHG) envisages conducting a Competitive Flexible Procurement for a finance management system.
Planning Information
Great Places Housing Group has undertaken preliminary market engagement to inform its approach to a future procurement for a finance system and associated technology. This engagement comprised a series of structured Market Intelligence Meetings with a range of suppliers operating within the housing management, finance systems, and CRM markets. The purpose of this engagement was to develop a high-level understanding of: • Market-wide system capabilities and functional coverage • Typical architectural approaches and deployment models • Delivery models, implementation considerations, and associated risks • Emerging technology trends and future product direction This activity is intended to support the development of the Authority's procurement strategy, system capabilities prior to the commencement of any formal procurement process. Nature and Format of Engagement The engagement consisted of: • Supplier demonstration sessions conducted via Microsoft Teams • A consistent and standardised agenda applied across all suppliers • Time-limited sessions with identical structures and content expectations Suppliers were instructed to: • Present generic, product-standard capabilities only • Avoid any Great Places specific tailoring, configuration, or data • Provide market-wide insight rather than organisation-specific solutions All sessions were: • Conducted in a structured and controlled format • Recorded for transparency • Supported by a procurement representative acting as a compliance chaperone Compliance and Equal Treatment Great Places confirms that this preliminary market engagement was: • Strictly non-evaluative, with no scoring, comparison, or assessment of suppliers undertaken • Designed to ensure equal treatment and transparency, including consistent agendas, time allocations, and instructions to all participants • Structured to ensure that no supplier was able to obtain an unfair advantage or influence the design of the procurement in a manner that would distort competition Information captured during the sessions was limited to market-wide insights, and no supplier-specific advantages, comparisons, or preferences were recorded.
