Reactive Repairs and Small Works Framework (2026-2030)
Notice Description
Rossendale Borough Council is seeking to establish a multi-supplier Reactive Repairs and Small Works Framework to support the maintenance and repair of its property portfolio. The framework will cover a wide range of reactive repairs, emergency response works, and minor planned works (typically up to PS10,000 per order) across commercial buildings and a limited number of domestic properties managed by the Council. The framework is divided into 15 trade-based Lots, including: - Joinery - Roofing - Bricklaying and stonemasonry - Plastering - Painting and decorating - Building labourer and handyperson services - Flooring - Plumbing - Electrical - Automatic door engineering - Roller shutter door engineering - Groundworks - Drain jetting (with operator) - Jet spray cleaning - Tree works Each Lot is structured into three service categories: A - Standard (core hours, Monday to Friday 08:00-18:00) B - Emergency response (2-hour attendance within core hours) C - Emergency response (2-hour attendance outside core hours) The Council intends to appoint multiple suppliers per Lot: - Up to four suppliers for standard core hours work - Up to three suppliers for emergency and out-of-hours response The framework will operate as a closed framework with provision for a refresh at the end of year two, allowing suppliers to re-submit pricing and new suppliers to apply for inclusion, in accordance with the Procurement Act 2023. Once established, the framework will enable the Council to directly award call-off contracts for reactive repairs and small works without the need for further competition, in accordance with the framework terms. The framework duration will be up to four years (initial two-year period with an option to extend by two further one-year periods).

Joinery
This Lot covers the provision of reactive repairs, emergency response works, and minor planned works relating to joinery across the Council's property portfolio. Works may include, but are not limited to: - Repair and replacement of doors, windows and frames - Internal and external joinery works - Installation and repair of fixtures and fittings - General carpentry and maintenance works Services will be required across a range of property types including commercial buildings and limited domestic properties. The Lot is structured into three service categories: A - Standard (core hours, Monday to Friday 08:00-18:00) B - Emergency response (2-hour attendance within core hours) C - Emergency response (2-hour attendance outside core hours) Call-off contracts may be awarded either by direct award or by further competition. For lower value and routine works (typically up to PS10,000), the Council may make direct awards. For higher value or more complex works, the Council may conduct a mini-competition between appointed suppliers. Multiple suppliers will be appointed to this Lot in accordance with the award methodology set out in the ITT.
Options: The contract includes options to extend the framework beyond the initial term. The initial term of the framework will be two (2) years. Works may include, but are not limited to: - High-pressure water jetting for the clearance of blocked drains and pipework - Removal of obstructions, debris, grease and silt from drainage systems - Reactive response to drainage emergencies and blockages - Routine maintenance and preventative cleaning of drainage systems - Identification of drainage issues and reporting of defects - Basic investigation of drainage problems and support to further remedial works where required All services must be carried out by appropriately trained and competent operators using suitable equipment, and in accordance with relevant health and safety requirements, including confined space procedures where applicable. Jet Spray CleaningThis Lot covers the provision of reactive repairs, emergency response works, and minor planned works relating to jet spray cleaning services across the Council's property portfolio. Works may include, but are not limited to: - High-pressure cleaning of external surfaces, including walls, pavements and building facades - Removal of dirt, grime, moss, algae and debris from surfaces - Cleaning of public realm areas, pathways, and access routes - Graffiti removal and treatment of affected surfaces - Cleaning of building exteriors and external fixtures - Use of appropriate cleaning agents and equipment where required All services must be carried out by appropriately trained and competent personnel using suitable equipment, and in accordance with relevant health and safety and environmental requirements, including safe use of water pressure systems and chemicals. Services will be required across a range of property types including commercial buildings and a limited number of domestic properties. The Lot is structured into three service categories: A - Standard (core hours, Monday to Friday 08:00-18:00) B - Emergency response (2-hour attendance within core hours) C - Emergency response (2-hour attendance outside core hours) Call-off contracts may be awarded either by direct award or by further competition. For lower value and routine works (typically up to PS10,000), the Council may make direct awards. For higher value or more complex works, the Council may conduct a mini-competition between appointed suppliers. Multiple suppliers will be appointed to this Lot in accordance with the award methodology set out in the ITT.
Options: The contract includes options to extend the framework beyond the initial term. The initial term of the framework will be two (2) years. The Council reserves the right to extend the framework by up to a further two (2) years, in two separate periods of one (1) year each. Extensions will be exercised at the sole discretion of the Council and will be subject to satisfactory supplier performance, continued operational requirements, and availability of funding. The framework also includes the option for a framework refresh at the end of the initial two-year period, through which existing suppliers may be required to resubmit pricing and new suppliers may apply for inclusion, in accordance with the Procurement Act 2023.

Works may include, but are not limited to: - Tree pruning, reduction and removal - Felling of trees and removal of tree stumps - Emergency response to fallen or dangerous trees - Maintenance of trees in public spaces and around Council properties - Vegetation clearance and management - Tree inspections and identification of hazards or defects - Associated works to ensure public safety and compliance with relevant standards All works must be carried out by appropriately trained and competent personnel holding relevant qualifications (e.g. NPTC or LANTRA), and in accordance with health and safety requirements, including working at height and use of specialist equipment. Services will be required across a range of property types including commercial buildings, outdoor spaces, and a limited number of domestic properties. Compliance Assessment (Pass/Fail) All tenders will be assessed against mandatory compliance requirements, including completion of required declarations, acceptance of terms and conditions, financial standing, and conflict of interest provisions. Only compliant tenders will proceed. 3. Price Evaluation and Initial Ranking Compliant tenders will be evaluated on price using a standardised pricing model and evaluation basket to ensure consistency. Tenderers will be ranked for each Lot based on evaluated price. 4. Shortlisting For each Lot, a shortlist of the highest-ranked tenderers will be identified based on price, being those with a realistic prospect of award. 5. Quality Evaluation (Shortlisted Tenderers Only) Shortlisted tenderers will be evaluated against quality criteria including: - Project-specific methodology - Health and safety - Finance, legal and procurement compliance - Social value 6. Final Scoring and Award Total scores (price and quality) will be combined to determine the Most Advantageous Tender for each Lot and response category. No negotiation is envisaged as part of this procedure. The Council reserves the right to seek clarifications in accordance with the Procurement Act 2023. The framework will appoint multiple suppliers per Lot and category, with call-off by direct award in accordance with the framework terms."
