Summary of the contracting process

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is initiating a tender process for the procurement of 24/7 manned security services at Whitchurch Hospital, located in Cardiff, UK. This tender is classified under the services category and is open for competition below the government threshold. The procurement method is an open competition under the legal basis of UKPGA 2023/54. The tender period ends on 2nd July 2026, with the contract expected to commence on 3rd August 2026 and potentially extend to 2028, subject to renewal terms. The contract requires a continuous onsite guarding presence in a potentially hazardous environment, demanding compliance with various British Standards, including BS7499 and BS7858.

This tender presents growth opportunities for businesses with expertise in providing manned security services, particularly those accustomed to managing high-risk, vacant, and structurally challenging environments. Suitable businesses should possess the capability to deliver comprehensive security solutions, including patrols, incident response, and risk monitoring. Furthermore, firms should demonstrate compliance with all legal and insurance requirements, maintain adequately trained and SIA-licensed staff, and provide innovations that align with cost, technical excellence, and social value expectations. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to apply, offering the potential to enter or expand within the public sector security services market.
