Summary of the contracting process

The Department for Culture, Media and Sport is procuring framing services and specialist materials for the Government Art Collection’s preventative conservation programme and national art displays across the United Kingdom. The requirement covers two areas. Lot 1 is outsourced, end-to-end bespoke framing, including specialist conservation framing, mounting and structural support. Lot 2 is the supply and delivery of conservation-grade framing materials and supplies for the Collection’s in-house framing operations. Relevant products and activities include picture frames, glazing, glass, wood and art supplies. This is primarily a service requirement with a goods element. Suppliers can pursue either lot or both lots, including the possibility of being awarded both.

The process has reached tender: the Department has invited competitive offers through an open procedure under the Procurement Act 2023, with bids submitted through the Atamis e-Sourcing Portal. Questions were due by 2 September 2026 at 12 noon and tenders by 15 September 2026 at 12 noon. Lot 1 requires demonstrable framing experience, skilled staff, reliable sourcing, ordering and delivery, work monitoring, security controls and sustainable service processes. Lot 2 suits distributors or manufacturers with resilient supply chains for conservation and museum-grade materials, plus the ability to provide technical customer support. Suppliers should be able to advise on suitable mount boards, glazing and conservation approaches for artwork from the 16th to 21st centuries. Participation requires registration on the Central Digital Platform, UK GDPR compliance, annual turnover of at least £75,000 per financial year and £5 million each in employer’s liability, public liability and professional indemnity insurance. Bidders must provide up to three relevant contract examples from the previous three years, with verifiable contacts.

This procurement directly supports the GAC's ongoing preventative conservation programme and ensures a high-standard, complementary aesthetic across national art displays. This requirement is divided into two distinct Lots: Lot 1 - Outsourced Framing Services: The provision of end-to-end bespoke framing services, including specialist conservation framing, mounting, and structural support, as detailed in the procurement specification. Lot Information

Lot 1 - Outsourced Framing Services:

Renewal: Contract can be extended by up to 2 years with the contract value increased accordingly as set out in the Invitation to Tender.
