Summary of the contracting process

Forestry Commission, through Forestry England, commissioned a framework for mulching and related forestry services in the South England Forest District. The work is divided between two geographical areas and covers standard tractor-mounted mulching, including purpose-built machinery if requested; steep slopes and sensitive sites; weeding restock sites and invasive species removal; mulching felled Norway spruce sites to destroy material over 8 cm in diameter; and 24-hour emergency support to the Fire Service to mulch fire-defensible zones. A contingency lot covers work outside the standard requirements, including sites needing different mulching specifications, multiple machines or additional resources. This is specialist forestry and land-management contracting, rather than a supply-only purchase.

The open procedure has concluded and all nine lots were awarded on 25 September 2026. The framework’s estimated value was £2 million excluding VAT (£2.4 million including VAT). Each award runs from 8 October 2026 to 7 October 2030. Lot 1, standard mulching in Area 1, was awarded at £300,333.40 excluding VAT to Environmental Forestry UK, Upton Specialised Tree Services, CD Forestry & Environmental and UA5. Area 1 lots 2, 3 and 4 were awarded respectively for steep-site and invasive-species work (£363,000), Norway spruce mulching (£112,333.30), and emergency response (£60,000); each went to four suppliers. Area 2 lots 5–8 were awarded at £300,333.40, £363,000, £363,000 and £60,000 respectively, also to four suppliers per lot. The £78,000 contingency lot went to six suppliers. Evaluation weighted price at 40%, capacity at 30%, service quality at 20% and social value at 10%.

This framework shows recurring demand from Forestry England for practical forestry contractors able to mobilise tractors and mulching attachments, with purpose-built machines where needed, and to work across two areas. Credible suppliers need capacity and staff availability, a record of delivering and maintaining service quality, and the ability to provide specialist work on steep slopes, sensitive sites, restock areas and invasive species. Norway spruce clearance requires machinery capable of processing material over 8 cm in diameter. Emergency-response providers must be able to respond around the clock and support the Fire Service with fire-defensible zones. The contingency requirement favours operators able to supply extra equipment or multiple machines for complex sites and tight time constraints. Small and medium-sized businesses were considered suitable for every lot, and social value formed part of the evaluation.
