Summary of the contracting process

Norfolk County Council is planning a professional services contract covering highways and wider infrastructure work. The scope brings together engineering design, technical planning, construction consultancy, technical testing and analysis, environmental impact assessment, environmental consultancy, urban planning, marine surveys and marine research, alongside business and management consultancy. The services are intended to support the Council’s highways and infrastructure activity across Norfolk and the surrounding delivery areas covered by the procurement. This is a services contract rather than a works contract, so it is relevant to consultancies, engineering practices, environmental specialists, survey companies, planners and multidisciplinary infrastructure advisers able to provide one or more of these professional services.

This procurement is at the planning stage: the Council has stated an intention to launch a formal competition, but this record is not an invitation to tender. It expects to use a competitive flexible procedure under the Procurement Act 2023, with dialogue during the process, and expects the formal procurement to be launched on 28 September 2026. The planned contract is one lot, with an expected term from 1 December 2027 to 30 November 2032 and possible extension to 31 March 2040. Its estimated value is £84 million excluding VAT (£100.8 million including VAT). The Council expects the award decision by 28 July 2027 and has set 2 November 2026 for expressions of interest.

The procurement should suit suppliers that can deliver highways and infrastructure professional advice at substantial scale, either as a multidisciplinary prime contractor or as a specialist supporting partner. Relevant capability areas include engineering design, construction and technical consultancy, infrastructure and urban planning, environmental assessment and environmental issues advice, marine surveying or research, technical testing and analysis, and business or management consultancy. As set out in the preliminary market engagement notice dated 10 June 2026 and available at https://www.find-tender.service.gov.uk/Notice/054636-2026, Norfolk County Council (the "Council") expects to launch a formal procurement using the competitive flexible procedure under the Procurement Act 2023 (the "Procurement") for a highways and infrastructure services Professional Services Contract (the "PSC") on 28 September 2026. Further detail regarding the Council, the Procurement, and the PSC is contained within: - The preliminary market engagement documented, dated 10 June 2026 and available on In-tend via the projects Clarifications facility. - The market update circulated to all prospective bidders which had engagement in preliminary market engagement, dated 31 July 2026 and available on In-tend via the projects Clarifications facility. - The market update accompanying this notice and available on In-tend via the projects Clarifications facility. Planning Information

Interested contractors are invited to provide a response to the market engagement questionnaire that has been made available via the Council's e-procurement system, Intend. Questionnaire responses should be submitted via In-tend to NCC by 13.00 BST on 25 June 2026. To express an interest and participate in the market engagement applicants must first be registered on the system at https://in-tendhost.co.uk/norfolkcc Full instructions for registration and use of the system can be found at https://intendhost.co.uk/norfolkcc/aspx/BuyerProfiles. Once registered you will be able to see the procurement project under the tenders` section and `express an interest` to view the documentation. If you encounter any difficulties whilst using the system you can contact the In-tend support team by phoning +44 8442728810 or e-mailing support@in-tend.co.uk On accessing In-tend you will find the questionnaire under the 'clarifications' section. Following its review of the questionnaire responses, the Council may invite suppliers to participate in discussions, on 30 June and 1 July 2026 Bird & Bird LLP's London offices (12 New Fetter Lane, EC4A 1AN). Again, this will help the Council to shape its current thinking and allow it to potentially discuss some of the feedback provided in a confidential environment. Given time constraints, the Council may not be able to offer such meetings to all suppliers. As such, the Council will likely only offer meetings to suppliers who submitted a questionnaire response and where the Council believes further clarity on any aspect of a response would be helpful in formulating its procurement strategy.
