Summary of the contracting process

The Scottish Government is in the planning stage of creating a national collaborative framework arrangement for software and software-related services, under the procurement title "Software Value Added Re-seller Services Framework Pin-RFI." This procurement, falling under the industry category of software packages and information systems, is intended for the wider Scottish public sector. The framework aims to address the anticipated expiry of the current agreement in April 2027. Informal Requests for Information (RFI) are solicited to guide the commodity strategy, with a closing date for the RFI survey set for midday on 9 July 2026. The planned procurement operates under the Goods main procurement category and is governed by the 2014 EU Directive (2014/24/EU). The initiative will impact regions across the UK, particularly Scotland, opening up considerable business opportunities with a framework valued at £300 million.

This tender creates substantial opportunities for businesses involved in software supply, implementation, and support. Enterprises offering commercial off-the-shelf software, helpdesk services, and related support will find this framework particularly beneficial. Small and medium-sized enterprises (SMEs), as well as third-sector organisations, can leverage this engagement for expanded reach within the public sector market. Companies specialising in software asset management, licencing compliance, and bulk software purchase aggregation stand to gain from this collaboration. Participation in responding to the RFI may also assist businesses in aligning with the Scottish Government's evolving demand, ensuring they remain competitive and well-informed about public sector procurement processes.
