Summary of the contracting process

Warwickshire County Council has appointed suppliers to a library refurbishment framework covering uplift, refitting, redesign and furniture restocking across its network of 18 council-managed statutory libraries in Warwickshire. The work combines library furniture and building refurbishment, with projects commissioned as required to support changing community needs and increase library use. The framework covers the county’s libraries and is not divided into lots. It is intended to provide a choice of suppliers for individual library projects, rather than a single project at one location.

The procurement is complete and the framework award was made on 1 October 2026. The selected suppliers are THEDESIGNCONCEPT LIMITED and FG LIBRARY PRODUCTS LIMITED. The award is valued at £999,999 excluding VAT (£1,199,998.80 including VAT); the awarded contract period runs from 14 October 2026 to 14 October 2029. The wider framework is planned to run for eight years, to 1 October 2034, with reopening in years three and six. This was an open procedure. Framework suppliers are generally selected for library projects through further competitions, although the council may directly award work where continuity or consistency makes a particular supplier beneficial. Evaluation weighted non-cost quality at 90% and social value at 10%. Four bids reached the final stage.

This framework shows recurring demand from Warwickshire County Council for coordinated library refurbishment, redesign and furniture supply, with project work called off as individual needs arise. Suppliers best placed to compete in similar future requirements will be able to demonstrate library uplift, refit or refurnishing experience across at least three public sector organisations. The council also sought strong design and innovation, durable and safe solutions, flexible layouts for varied events, and designs responsive to the needs of Warwickshire’s diverse communities. Credibility therefore depends on combining practical delivery capacity across refurbishment and furnishing with evidence of value for money, relevant public-sector experience and the ability to create adaptable library spaces. Small and medium-sized businesses were considered suitable for this requirement, and both selected suppliers are SMEs.

The County Council is seeking to develop an 8 Year Open multi-Supplier framework to procure uplift, refit, re-design & furniture restocking of Warwickshire libraries, as-and-when required. Warwickshire County Council's (WCCs) operates through a network of 18 statutory libraries which are directly managed by the County Council. The process aims to onboard a number of providers to create an approved framework supplier list. It is hope that this will enable greater choice, versatility and competition. This Framework is not divided into lots. To tender for future opportunities, Framework Suppliers will be invited to participate in further-competition processes. The council intends to run further competition processes in which to select a supplier to deliver each Library project via the framework, however where the council (at its sole discretion) considers the use of a specific supplier from the framework is beneficial for consistency/continuity purposes (e.g additional goods from the same supplier that completed the original work) then the council reserves the right to procure via direct award to that supplier directly without competition. We are seeking Suppliers who offer expertise in design flare, innovation whilst being, durable and safe. Suppliers who can provide flexible layouts for varied events in which to meet Warwickshire diverse community needs & increase Library usage across the County. Suppliers who offer value for money through experience and design. We are inviting library Uplift/Refit/furnishing providers who can evidence at least three public sector organisations library Uplifts/Refits/refurnishing projects.
