Summary of the contracting process

The West of England Combined Authority is inviting tenders for the "WESTCharge - Electric Vehicle Charging Infrastructure" project, which is funded through a Local Electric Vehicle Infrastructure grant. This initiative focuses on the installation and management of electric vehicle charging infrastructure across North Somerset Council and Bath and North East Somerset Council regions in the UK. The procurement process, identified under code UPN-00161, adheres to the UKPGA legal framework, with a gross value of £201 million. The procurement is currently in the tender stage, following a competitive flexible procedure for works. Interested firms are encouraged to interact during the tender conference scheduled for 24 June 2026. Submissions should be completed via Atamis by 30 March 2027, with the award announcement anticipated by 10 May 2027.

This tender presents substantial opportunities for businesses involved in electrical installation, vehicle maintenance, and related services, offering a substantial growth potential by contributing to a scalable infrastructure project. Companies capable of end-to-end service delivery—from planning and installation to ongoing maintenance and innovation—are well-suited for partnership in this public sector initiative. The contract, spanning fifteen years with potential renewal terms, offers long-term collaboration incentives and the prospect of influencing a paradigm shift in local zero-emission vehicular infrastructure. Small and medium-sized enterprises (SMEs) are particularly encouraged to compete, as there is an explicit suitability clause aimed at SME participation.

Notice Title

WESTCharge - Electric Vehicle Charging Infrastructure

Notice Description

The West of England Combined Authority (the"Authority") has obtained Local Electric Vehicle Infrastructure ("LEVI") grant funding from the Department for Transport Office for Zero Emission Vehicles ("OZEV") which supports local authorities in England to plan and deliver charging infrastructure for residents without off-street parking. The LEVI fund has two main objectives: (1) to deliver a step-change in the deployment of local, primarily low power, on-street charging infrastructure across England; and (2) accelerate the commercialisation of, and investment in, the local charging infrastructure sector. As such, the Authority is seeking to procure the Services on behalf of the unitary authorities North Somerset Council ("NSC") and Bath and North East Somerset Council ("B&NES") (the "UAs") across the UAs' geographic areas . The Services will include (but are not limited to) provision of hardware equipment and installation, software, and associated services, to support the implementation of a regional network providing equity of provision, mainly to residents, while also supporting business and visitors (as further detailed in the Specification). The Authority is seeking proposals from suppliers for the supply, delivery, connection, commissioning, operating and maintenance of EV Charging Infrastructure , as further described in the Specification . The Concessionaire is required to be able to provide end-to-end services including, but not limited to, design, planning, pre-installation and civil engineering works, the provision of hardware, software, energy supply, customer payments and interfaces and all associated maintenance activity, improving assets with technology and regulatory advancements. The Concessionaire must be capable of delivery of all elements and have fully controlled contract management of its supply chain. The Contract will be between the Concessionaire and the Authority procuring the Services on behalf of the UAs but whereby the UAs are able to receive the benefit of the Services of the Concessionaire.
