Summary of the contracting process

Hybu Cig Cymru–Meat Promotion Wales, including its subsidiary EIDCymru, procured outsourced IT support services for the HCC Group. The requirement covers installing and implementing IT infrastructure, then supporting, maintaining, monitoring and managing it as a comprehensive managed service. The supplier is expected to provide helpdesk and operational support, proactive network monitoring, cyber-security and data-management advice, infrastructure and asset management, backup and disaster recovery, and coordination with software, telephony, hardware and other third-party providers. The service must accommodate multiple locations, hybrid working, organisational growth and changing requirements. It also includes transition from the incumbent provider, knowledge transfer, technical consultancy, project management, engineering resources and additional IT projects. Delivery is for the HCC Group in Wales and the wider United Kingdom.

The procurement is complete and awarded following an above-threshold open procedure. One lot was evaluated on a 60% quality and 40% cost basis, with criteria covering recent relevant experience, the managed-service proposal and SLAs, account and performance management, network and data security, and onboarding and transition. Twelve bids were received, all from SMEs. The award was made to Central Networks and Technologies Limited on 18 August 2026 for £284,900 excluding VAT (£341,880 including VAT). The award contract is scheduled to run from 1 November 2026 to 31 October 2029, with options to extend in 12-month instalments to 31 October 2031. A standstill period ends on 28 August 2026; signature is scheduled by 30 September 2026. Additional professional services and training may be used at £118.75 per hour.

This opportunity demonstrates established demand from a Welsh public-sector organisation for a single supplier able to operate as an extension of a limited internal IT team. A credible future competitor would need recent experience delivering outsourced IT support at comparable scope and scale, with a scalable managed-service model covering multi-site and hybrid working. Essential strengths include service-desk delivery, proactive monitoring, infrastructure and asset management, backup and disaster recovery, incident response, vendor coordination and smooth incumbent handover. Suppliers should be able to evidence robust governance, named account and contract managers, measurable SLAs, performance reporting and continuous improvement. Cyber Essentials Plus certification is required, with relevant ISO 27001 or IASME accreditation for outsourced server provision, alongside an up-to-date incident recovery plan and strong UK GDPR and information-security controls.
