Summary of the contracting process

Armagh, Banbridge & Craigavon Borough Council procured Phase 1 of the CALM PEACEPLUS river restoration works on the Scotstown River in County Monaghan. The requirement is to develop a fenced riparian corridor to address excess nutrients in watercourses, reduce pollution and support biodiversity in the river catchment. It combines fencing and fence installation with construction work for water projects and associated agricultural, forestry, horticultural or environmental services. The work is categorised as construction works and was delivered for the Council as part of the wider CALM project, involving regional and cross-border environmental partners. This is a focused river-catchment intervention rather than a general fencing supply requirement, and is relevant to contractors able to undertake works beside or around watercourses.

The procurement is complete and the contract was awarded to CivCo Limited. It used a below-threshold open competition under Northern Irish devolved regulations, with 100% financial evaluation. The tender closing deadline was 10 July 2026 at 23:59:59, following an amendment extending the deadline by two working days; enquiries closed on 1 July 2026 at 23:59:59. The contract was signed on 21 July 2026 and awarded on 1 August 2026. The contract period runs from 1 August 2026 to 31 July 2027. The contract value is £297,820 excluding VAT and £357,384 including VAT. The original estimated lot value was £300,000 including VAT. There was one lot, covering the complete requirement.

This award demonstrates demand from Armagh, Banbridge & Craigavon Borough Council for practical river-restoration works that combine fencing with environmental and watercourse construction activity. A credible future supplier would need proven experience delivering riparian or catchment works, installing and maintaining robust fencing, and managing construction activities in or near waterways. Capability in agricultural, forestry, horticultural or related environmental operations would be relevant, alongside an understanding of pollution reduction, biodiversity protection and the practical development of fenced corridors. The requirement suits an experienced works contractor able to coordinate site delivery across a defined river project and provide a financially competitive offer under an open competition. Small and medium-sized contractors with this combined civil, fencing and environmental capability are well placed.
