Summary of the contracting process

Betsi Cadwaladr University Health Board has completed a direct award contract for the comprehensive support, maintenance, and partial kiosk upgrade of its BloodTrack Courier System. The contract, which commenced on 2nd July 2026 and runs until 30th June 2027, is a collaboration with NHS Wales Shared Services Partnership overseeing procurement services. The contract's location spans several regions in the UK, including the regions UKL12, UKL13, and UKL23. The procurement method used is a direct award, chosen due to the necessity for compatibility with existing infrastructure. As the procurement stage is complete, the contract aims to address servicing continuity and system standardisation across the health board, with a value of £128,236.58 excluding VAT.

The decision for a direct award opens a niche opportunity for Haemonetics Ltd, the supplier, to provide specialised software maintenance, support, and medical equipment enhancement services. Businesses with technical expertise in medical supplies, software maintenance, and solutions tailored to medical logistics systems would be well-positioned to explore similar opportunities in the healthcare sector. Although the current procurement does not allow for additional competitors, future competitive tenders for these services and equipment are anticipated, presenting potential new opportunities for eligible suppliers to engage with the Health Board for longer-term partnerships.

Notice Title

BCU-DIR-63185 Ongoing Support, Maintenance and Partial Kiosk Upgrade for BloodTrack Courier System

Notice Description

Betsi Cadwaladr University Health Board intends to direct award a contract for the ongoing support, licensing and servicing of their existing BloodTrack Courier System. The decision to direct award has been made for compatibility reasons as the hardware, servers and supporting infrastructure is already in place to interface with the Health Board's network and systems. Only the equipment manufacturer is able to license, support and maintain their existing hardware. The Health Board also intend to upgrade part of their existing fleet of BloodTrack Kiosks due to some assets imminently reaching the end of their serviceable lifespan. The kiosks must be standardised across the Health Board to ensure compatibility with supporting infrastructure. This is an interim measure to ensure service continuity and the Health Board intends to conduct a competitive tendering exercise for this equipment and service in the longer term. A voluntary standstill period of 8 working days has concluded following issue of UK5 and UK6 notices. The Health Board will now proceed with the contract as intended.

Procurement Information
