Summary of the contracting process

The Royal Borough of Kingston upon Thames is procuring a paid parking system and associated services through the National Parking Platform. The service will give local parking users a central facility from which to choose apps from multiple parking service providers. Participating providers will collect parking fees, reconcile transactions monthly and transfer the resulting parking revenue to the council. This is primarily a software and IT services requirement, covering a multivendor cashless parking platform, technical interoperability, transaction processing and support. Delivery is for parking operations in Kingston upon Thames. The requirement is suitable for small and medium-sized enterprises, although the selected supplier is a specialist platform operator based in Haywards Heath.

The procurement has been awarded following a direct award procedure. National Parking Platform Limited was selected on 30 June 2026, with an award value of £600,000 excluding VAT and £720,000 including VAT. The council relied on the Procurement Act 2023 provisions for a direct award where competition is absent for technical reasons and no reasonable alternative exists, stating that the supplier holds exclusive rights to operate and develop the platform. The contract is scheduled to run from 1 October 2026 to 30 September 2028, with an option to extend by up to three years, to 30 September 2031. One lot was used, and the award remains recorded as pending before signature. A signature milestone is due on 12 August 2026.

This award indicates demand for integrated, multivendor cashless parking technology that can connect several parking apps while maintaining reliable payment and revenue flows for a council. A credible competitor for a future requirement would need proven platform capability, robust technical interoperability and the capacity to onboard and support multiple independent parking service providers. It would also need dependable fee collection, monthly transaction reconciliation and accurate remittance of parking income to the council. Relevant strengths include software development, internet services, systems integration, operational support and migration planning, particularly where service continuity must be maintained during transition. Suppliers should be able to demonstrate strong platform availability, resilience and contract performance management, as well as a commercial model capable of controlling transaction and processing costs.

Procurement Information

This direct award is made pursuant to Section 41 and Schedule 5, Paragraph 6 of the Procurement Act 2023. The contracting authority has determined that competition is absent for technical reasons (Schedule 5, Paragraph 6(a)) and that no reasonable alternative or substitute exists (Schedule 5, Paragraph 6(b)) These conditions are satisfied because: (a) The National Parking Platform Ltd is the only supplier of a unique multivendor cashless parking solution, which is currently able to supply the critical service of aggregating service providers so as to enable users of a parking operator's facilities to pay for parking with a wide range of parking apps. (b) National Parking Platform Ltd holds exclusive rights to operate and develop the Platform, which was originally commissioned by the Department for Transport.
