Summary of the contracting process

The Countess of Chester Hospital NHS Foundation Trust is establishing a national Total Food Management framework for public sector organisations. It covers end-to-end food and beverage procurement, distribution, preparation, catering and drinks services, waste management and reporting, bringing together functions that are often bought from multiple suppliers. The aim is to simplify operations and integrate procurement, nutrition, sustainability and waste reduction through a single supplier. The requirement combines food and catering supplies with catering and beverage services and waste analysis. The framework is intended for eligible public sector buyers across the United Kingdom, Guernsey, the Isle of Man and Jersey. The list of eligible users is included in the tender pack.

The buyer invited offers through an open procedure for a single-lot framework. The tender was published on 21 October 2026; the deadline for questions was 23 November 2026 at 17:00 UTC and offers were due by 30 November 2026 at 17:00 UTC. The award decision was scheduled by 14 December 2026. The first framework term runs from 14 December 2026 to 13 December 2028, within an eight-year open framework which may reopen every 24 months. The estimated value is £45 million excluding VAT (£54 million including VAT). Evaluation weights technical quality at 80%, social value at 10% and commercial price at 10%. Call-off contracts may be awarded with or without further competition. Framework suppliers pay a 0.5% gain-share charge on call-off turnover.

The framework suits suppliers able to integrate food and beverage sourcing, distribution, preparation, catering operations, waste management and performance reporting for a range of public sector organisations. It offers a route to compete for call-off business across multiple public bodies and territories, rather than supplying only one organisation; the buyer identifies small and medium-sized businesses and voluntary, community and social enterprises as suitable. The requirement favours providers able to bring together operational delivery with nutrition, sustainability and waste-reduction practices, and to demonstrate strong technical quality, which carries most of the evaluation weighting. Suppliers should also be prepared to address social value and commercial terms, deliver at national scale and pay the gain-share charge on call-off turnover. Offers must be in English and submitted through the framework host’s electronic sourcing portal.

Most public sector organisations currently contract multiple suppliers for different parts of their food and beverage services, ingredients, catering staff, logistics, and waste management. This often leads to operational complexity, duplication of effort, and lack of integration across procurement, nutrition, sustainability, and waste reduction

Lot 1

Renewal: This is Framework 1 of an Open Framework. The Term of the Open Framework shall be 8 years from the Commencement Date. It is intended that the Open Framework will be reopened every 24 months as the Framework Host deems necessary. At these points, incumbent framework suppliers will have the opportunity to revise their Tender, or they may leave their offer as per their last framework tender submission. The term of Framework 1 shall be 24 months from the commencement date.
