Summary of the contracting process

South Cambridgeshire District Council procured specialist property marketing and sales services for shared ownership homes, with potential work on market-sale units. The requirement covers expertise in marketing and onward sales, supporting the Council’s continuing new-build programme, policy-compliant exception sites and purchases of Section 106 affordable housing from developers. The service provider is expected to manage this bespoke area through a cohesive team with an established track record. The Council’s affordable housing policy generally targets a 70% rented and 30% shared ownership mix, with market-sale homes occasionally used where viability requires them. Delivery is across South Cambridgeshire, in the United Kingdom. The procurement is a services opportunity combining property management and advertising and marketing activity.

The procurement is complete following a below-threshold open competition. Three bids were received, including one from an SME, and Sequence (UK) Ltd was awarded the contract on 31 July 2026. The awarded value is £160,000 excluding VAT and £192,000 including VAT. The award covers one lot. The awarded contract period runs from 10 August 2026 to 9 August 2029, with an option to extend annually for a further two years, until 9 August 2031. Bids were evaluated on price at 40% and quality at 60%. The original estimated value was £130,000 excluding VAT and £156,000 including VAT. The procurement was suitable for SMEs, and electronic submission was allowed.

This award demonstrates sustained demand from South Cambridgeshire District Council for a specialist provider able to market and sell shared ownership housing, with occasional market-sale units, rather than a general advertising agency. A credible competitor would need a proven record in shared ownership or affordable housing sales, practical knowledge of the customer journey and the ability to convert enquiries into completed sales. The requirement also favours a coordinated team with expertise across property marketing, sales and fee- or contract-based property services. Suppliers should be able to handle a growing and recurring programme of new-build homes, work with affordable housing and Section 106 requirements, and demonstrate strong service quality alongside competitive pricing. The opportunity was assessed as suitable for SMEs.
