The Service is keen to engage with a wide range of providers who are able to deliver adult and family learning opportunities at a variety of locations in the borough, meeting the broad range of needs and residents across this diverse borough. Once accepted onto the framework providers will be invited to apply for funding to deliver adult and family learning courses in borough through call-offs against the curriculum specification.",

                "description": "The Authority has established a Pseudo Framework for Adult Learning delivery partners, which is split into two Lots: *Lot 1: Contracts up to PS25,000 *Lot 2: Contract from PS25,000 up to a maximum of PS250,000 The evaluation of Tenders will be a two-stage procedure. The first stage will be compliance, and the second stage will involve a quality evaluation (refer to Appendix One). with a later third stage that will be executed should the Tenderer be accepted onto the Pseudo Framework. A Tenderer will be required to meet the minimum standards set out in the first compliance stage prior to their Tender being evaluated at the second stage against the award criteria. If a Tender fails to meet the minimum standards of the first stage, the Tender will not be taken forward for quality evaluation (against the award criteria) at the second stages. Once accepted onto the pseudo-framework (having met the stage 2 conditions), tenderers will be asked to enter stage 3 by submitting a course plan proposal. This plan will be evaluated (for duplication, capacity within the funding available, and geographical reach) and costed. The service will provide feedback on what it would like to fund based on this submission. If accepted by Tenderer, an annual order form will be created for the delivery as per the costed course plan proposal."
